The Coral Bay Community Council is seeking an Executive Director to effectively manage a broad array of projects and organizational functions to support our mission of protecting the environment, improving infrastructure, supporting education, encouraging social progress, and planning for appropriate low-impact development.

The Coral Bay Community Council (CBCC) is a small 501(c)(3) nonprofit agency located in Coral Bay, St. John, USVI which undertakes projects funded by federal grants and other sources for the good of the community and the protection of our natural resources and engages local residents and property owners in participating in environmental protection and community planning. The annual operations budget is currently over $300,000.  CBCC has been in existence for 20 years, growing from all-volunteer to being professionally led and providing more than a cumulative $5 million in watershed-based environmental services to the community, with over 400 participating community members.

Job Scope:  CBCC needs a strong leader who can provide both overall management and environmental expertise for grant and community projects. These include watershed management, drinking water and wastewater treatment, community outreach, government interaction, water quality monitoring, environmental analysis, research, planning, and community advocacy.  The Executive Director reports to the CBCC Board of Directors and will have overall responsibility for programs, fundraising and staff.

This position is an excellent opportunity for someone interested in growing a small 20-year-old nonprofit community organization.  While CBCC is ideally seeking one person with the full set of skills needed, we welcome applications from people with some of the skills – willing to learn the rest of the responsibilities. If CBCC is not able to find all these skills within a single individual, the job scope may be modified to fit the best candidate.

Leadership & Management:

  • Work with the CBCC Board of Directors to clarify and promote CBCC’s mission. 
  • Actively engage and energize CBCC board members, staff, community members, volunteers, partnering organizations and donors.
  • Develop, maintain, and support a strong Board of Directors.
  • Supervise, lead, coach, develop, and retain CBCC’s staff and volunteers.
  • Develop ways to measure successes that can be effectively communicated to all.

Fundraising & Communications:

  • Manage and expand fundraising and membership development, with assistance from   volunteers and staff. 
  • Oversee all staff communications representing CBCC, including emails, website, social media, press releases and public meetings.  
  • Expand CBCC’s image/brand within the community to promote participation in all        projects.

Operations and Projects: 

  • Manage and oversee all fiscal aspects of CBCC, including payables and receivables, reporting and analysis, federal grant management, Indirect Cost Recovery, and meeting financial goals. A part-time bookkeeper handles payroll and QuickBooks and staff prepare invoices and reimbursement forms.
  • Maintain official records and documents; conduct hiring, ensure compliance with federal and territorial regulations: including personnel, insurance, taxes, nonprofit status, special grant conditions and others.
  • Manage and work on a changing array of grant-funded projects: directly responsible for contracting, research, writing reports, giving presentations, conducting community outreach and education, and supervising project activity by other staff and contractors.
  • Research and write project grant proposals, consistent with CBCC’s goals and objectives, thus helping to assure ongoing useful project and funding streams for CBCC’s mission.

Desired Skills and Abilities: 

  • Strong marketing, public relations, and fundraising experience with the ability to engage a broad range of stakeholders.
  • Strong written and verbal communication skills.
  • Understanding of nonprofit accounting and federal grant financial reporting requirements.
  • Action-oriented, entrepreneurial, adaptable, and innovative. 
  • Ability to manage all office and financial computer and software systems.
  • Knowledge of the Coral Bay community
  • Ability to work effectively in collaboration with diverse groups of people.

Additional Job Requirements:

  • Master’s degree or bachelor’s degree with several years’ experience– in a relevant environmental, planning or engineering field. Advanced degree is preferred.
  • Demonstrated project management, public and professional interaction and relationship skills.
  • Demonstrated grant writing & management skills, including knowledge of regulatory requirements.
  • Strong, demonstrated ability in written and oral communications, including writing technical research reports, articles, grant applications, and reports for community distribution.
  • Strong working knowledge of Microsoft Office Word and Excel, and Adobe PDF software.
  • Ability to set up and manage financial statements and budgets in Excel.
  • Knowledge of standard contracting procedures, GAAP accounting principles, and nonprofit federal grant accounting procedures and regulations.
  • Experience in the nonprofit sector as volunteer board member or employee or volunteer.
  • Must have a driver’s license. Preferably live on St. John and in Coral Bay and have a car to use for work purposes (mileage reimbursement).
  • Background check will be required of final applicant prior to hire.

Salaried position: Some evening and weekend work, always “on call” as the known leader of a community organization. 

Location: Office located in Coral Bay, St. John. US Virgin Islands
