The Executive Secretariat/Registrar is the administrative arm of the IsDBG Administrative Tribunal and the IsDBG Appeals Committee. It is headed by the Executive Secretary/Registrar of the Tribunal and the Appeals Committee who oversees the Unit.
The Executive Secretariat/Registrar is an Independent Function/Unit.
The Executive Secretary plans, directs, organizes, manages, and administers the processing and disposal of applications/responses filed by IsDBG Staff Members/IsDB or the IsDBG entities (as the case may be) to ensure a just disposition of cases by the Tribunal and the Appeals Committee.
He/she assists:

He/she assists:
- The Tribunal in organizing hearings (logistical arrangements, including travel, hotel, transportation, payments of per diem and honorarium, and other protocol arrangements).
- The Tribunal in drafting the first part of the Tribunal’s judgments concerning the facts, procedural issues and arguments of the parties.
- The Tribunal in drafting the judgments and orders of the Tribunal during regular sessions.
- The Chairpersons in drafting orders when the Tribunal is not in session.
- The Appeals Committee in organizing their internal meetings as well as such meetings with the applicants and the respondents.
- The Chairman of the Appeals Committee in finalizing the reports of the Appeals Committee to H.E. the President or the concerned CEOs of the IsDBG entities.
- The Tribunal and the Appeals Committee in preparing their annual reports to the BED and to H.E. the President respectively.
- He/she shall administratively report to the General Counsel of IsDB. However, in the discharge of his/her duties, he/she shall act only under the direction of, and in accordance with the procedure established by the Tribunal and the Appeals Committee.

- Receive applications, in any of the three working languages of the IsDB Group (Arabic, English, French), instituting proceedings and related documentation for each case submitted to the Tribunal and the Appeals Committee, including electronically.
- Transmit all documents and making all notifications required, including electronically, in connection with cases before the Tribunal and the Appeals Committee.
- Make for each case a dossier which shall record all actions taken in connection with the case, the dates thereof, and the dates on which any document or notification forming part of the procedure are received in or dispatched from the Executive Secretary’s office.
- Attend hearings and meetings of the Tribunal and the Appeals Committee as may be instructed by the Chairman of the Tribunal or the Chairman of the Appeals Committee.
- Prepare and keep the minutes of hearings and meetings as may be instructed by the Chairman of the Tribunal or the Chairman of the Appeals Committee.
- Assist the Chairman and the Tribunal in reviewing the pleadings, submissions, applications, responses, and rejoinder of the parties to the cases.
- Assist the Tribunal and the Appeals Committee in drafting its documents, including drafting the orders and judgments and decisions of the Tribunal or the Appeals Committee
- Facilitate the transmittal of the transcript of notes or recordings in case of oral proceedings before the Tribunal or the Appeals Committee.
- Conduct high level legal research covering various internal law jurisdictions, mainly covering international administrative law, internal administrative tribunal, and international labor laws, for the Tribunal and the Appeal Committee in relation to their respective activities.
- Arrange for the public notifications required under the rules and for publication of the judgments and final decisions of the Tribunal or the Appeals Committee.
- Maintain the archives of the Tribunal or the Appeals Committee.
- Assist the Tribunal or the Appeals Committee in issuing practice directions relating to pleadings and hearings.
- Conduct legal research activities related to the work and case before the Tribunal or the Appeals Committee, as may directed by the Chairman of the Tribunal or the Appeals Committee.
- Prepares, under the supervision of the Chairman of the Tribunal or the Chairman of the Appeals Committee, the Tribunal or the Appeals Committee’s budget, work program, and annual report, and manages the Tribunal or the Appeals Committee’s financial resources.
- Ensures quality control of the Secretariat’s work products by actively monitoring the performance and results achieved within the Secretariat.
- Expeditiously perform the functions entrusted to the Executive Secretary and carry out tasks as assigned by the Chairman of the Tribunal or the Chairman of the Appeals Committee.
Academic and Professional Qualifications:
- Master’s degree in law, international law, international administrative law, procedural administrative law, international dispute settlement.
- Minimum 8 years of relevant experience in the practice of law, with particular emphasis on the procedural aspects of international litigation.
- Minimum 3 years of supervisory/managerial experience
- PhD in relevant field is preferred.
- PhD in relevant field is equivalent to 2 years of experience.
Skills & Necessary Knowledge:
- Understanding of duties and obligations of international civil servants and multi-cultural environments.
- Relevant professional experience in case management, and office administration.
- Demonstrated familiarity and experience with international organizations, administrative law and conflict resolution mechanisms in the context of international development organizations.
- Knowledge of administrative and labor law, including employment issues in international organizations.
- Solid understanding of the fundamentals of the common law or civil law legal systems.
- Outstanding legal writing.
- Good knowledge of the Tribunal and the Appeals Committee’s activities and of its procedures and case-law.
- Strong interpersonal skills
- Ability to deal sensitively in multi-cultural environments and build effective working relationships with Administrative Tribunal and Appeals Committee members, clients and colleagues.

The successful candidate will work closely with IFC’s Regional Departments and E&S, Industry, Communications & Outreach, and Legal teams to support regional and project-level CSO engagement, facilitate implementation of the Compliance Advisor Ombudsman (CAO) policy, and manage effective grievance resolution for project-affected communities. Duties and Accountabilities  •  Lead engagement and project support to enhance IFC’s responsiveness to stakeholder concerns, including E&S complaints brought to the IFC’s independent accountability mechanism, the CAO, or received directly by IFC (Direct Complaints), and concerns raised by CSOs. Advise project teams, and IFC clients on complainant engagement and contribute to problem-solving and complaint resolution.
