INTRODUCTION:

NOVE is seeking a highly qualified Expatriate Project Manager to oversee and coordinate the implementation of a project focused agriculture, food security, and livelihood support for vulnerable Afghan women.

MAIN RESPONSIBILITIES:

2.1 Operational Supervision:

The Expatriate Project Manager will be responsible for operational oversight in the field, ensuring the effective and timely implementation of all project activities. They will closely collaborate with the local Project Coordinator and the team to achieve predefined objectives.

2.2 Team Management/Human Resources:

The Project Manager must ensure a positive and motivating work environment. They will be responsible for managing the team in the field, including defining roles and responsibilities, task assignments, and conducting performance evaluations.

2.3 Communication, Report Writing, and HQ Reporting:

The Project Manager will be the main point of contact between the field team and the Headquarters (HQ). They will be tasked with maintaining clear and constant communication with NOVE’s HQ. This includes regular transmission (according to HQ-set deadlines) of progress reports, encountered challenges, and improvement proposals.

2.4 Financial Resource Management:

The Project Manager will be responsible for managing the financial and material resources allocated to the project. They will collaborate with the Administration Manager to ensure compliance with the organization’s financial policies. They will provide input for budget planning and collaborate with the Administration staff to compile financial reports and prepare necessary documents for financial reporting.

2.5 Operational Challenges Resolution:

The Project Manager will be tasked with promptly addressing, in collaboration with the Local Project Coordinator and the team, any operational challenges and obstacles encountered during project implementation, developing effective solutions, and ensuring activity continuity.

2.6 Development of Relationships with Local Authorities:

The Project Manager, in collaboration with the local Project Coordinator, must establish and maintain effective relationships with local authorities, including government representatives and other key stakeholders. This is to ensure the necessary support and collaboration for the project’s success.

SPECIFIC REQUIREMENTS AND SKILLS:

Essential Requirements:

Education: Master’s Degree in Political Science, International Development, Development Economics, or related field. The degree must have been obtained at least 11 years ago.

At least 10 years of work experience in management roles of complex projects, preferably in development or emergency contexts.

Preferred Requirements:

At least 2 years of previous experience in a similar role managing humanitarian projects funded by AICS.

Candidates with previous experience in Afghanistan and/or the region will be given priority.

Specific Skills:

In-depth knowledge of project management practices, including financial management.

Previous experience in projects focusing on agriculture and food insecurity is an asset.

Demonstrated skills in personnel management and leading multicultural teams.

Excellent communication and interpersonal skills.

Flexibility and excellent adaptation skills, and readiness to work in multicultural and rural environments.

Language Skills: Excellent proficiency in Italian and English. Knowledge of Dari or Pashto is an asset.

CONTRACTUAL CONDITIONS:

Duration: Fixed-term contract (CO.CO.CO) for 18 months.

Contract Start Date: May 2024

Workplace: Italy and Afghanistan. Minimum stay in Afghanistan: 6 months (part in Kabul and part in the provinces of Laghman, Kunar, and Nangarhar, depending on needs).

Roundtrip travel expenses to Afghanistan as per the project’s work plan.

International insurance.

Accommodation provided locally.

Salary: Commensurate with experience.
