2.  Purpose of consultancy  

 

 

 

La mission du programme de l’OMS relatif aux situations d’urgence sanitaire est d’aider les pays et de coordonner l’action afin de prévenir, de préparer, de détecter, de réagir rapidement et de se remettre des flambées épidémiques et des situations d’urgence.

 

Le (la) chargé(e) de la communication sur les risques et engagement communautaire apportera son appui technique aux activités du Ministère de la Santé, en collaboration avec les autres partenaires impliqués pour réaliser des activités de CREC efficace sur la réponse mise en œuvre pour juguler les épidémies et autres urgences de santé publique.

 

 

 

 

 

3.       Background  

 

 

 

Dans le cadre des activités du programme de préparation et de réponse aux urgences, l’OMS appuie le pays conformément aux différents segments de la réponse à une épidémie. Ainsi, la communication sur les risques et l’engagement communautaire constitue un domaine important de la riposte qui mobilise l’accompagnement de l’OMS.

 

 

 

 

 

4.       Tâches

 

 

 

Il/elle sera chargé de :

 

1.   Appuyer la coordination des intervenants, l’organisation des interventions de communication sur les risques et l’engagement communautaire (CREC) ;

 

2.   Appuyer le plaidoyer auprès des principaux décideurs politico-administratifs et sociocommunautaires en vue d’obtenir leur engagement dans la gestion des épidémies ;

 

3.   Appuyer le développement des plans d’action, des outils de gestion, des guides, ainsi que l’adaptation des messages clés ou d’autres matériels d’information, éducation et communication (IEC) au contexte local ;

 

4.   Appuyer le renforcement des capacités des acteurs locaux en communication sur les risques et engagement communautaire ;

 

5.   Appuyer la mise en œuvre des activités de communication grâce à une combinaison des stratégies, approches et techniques appropriées ;

 

6.   Appuyer le renforcement des capacités de suivi, de supervision et évaluation des progrès et de l’efficacité des interventions de communication, identifier les insuffisances et y apporter des actions correctrices ;

 

7.   Documenter et diffuser les bonnes pratiques ;

 

8.   Appuyer l’identification et l’analyse des facteurs de risque liés aux épidémies et autres événements de santé, des déterminants sociaux interférant dans la prévention et le contrôle des maladies ;

 

9.   Appuyer la gestion des rumeurs, feedbacks communautaires et infodémies en lien avec les urgences de santé publique ;

 

10. Renforcer la collaboration transversale entre la CREC et les différents piliers des systèmes de gestion des incidents (PCI, Surveillance, Laboratoire, Prise en charge, etc.), avec les acteurs de la société civile, les professionnels de la santé et les acteurs communautaires et le Ministère de la Santé, le COU-SP et toute autre entité nationale ou internationale travaillant dans la lutte contre les épidémies ;

 

11. Documenter les activités de communication de risques menées par l’OMS en RDC

 

12. Réaliser toute autre tâche assignée par le supérieur hiérarchique

 

 

 

5.       Qualifications, experience, skills and languages

 

 

 

Educational Qualifications: 

 

 

 

Essential: Être titulaire d’un diplôme supérieur en communication, sciences sociales ou équivalent

 

 

 

 

 

Desirable: Formation en santé publique.

 

 

 

Experience:

 

 

 

Essential: Au moins un (1) an d’expérience dans le domaine de la communication des risques, promotion de la santé, gestion des urgences, dont une partie dans le domaine de la maladie, les épidémies ou autres urgences sanitaires.

 

 

 

Desirable: Expérience avérée dans l’élaboration et la mise en œuvre de stratégies, des plans de communication des risques et de gestion de l’infodémie
