Contributing to the development of better and safer migration policies and programmes, ICMPD takes a holistic approach to migration: structurally linking policy and research, cooperation, community outreach, and capacity development. With over 500 staff members, it takes a regional approach in its work towards efficient cooperation and partnerships along key migration routes, with a focus on Africa, Central and South Asia, Europe, Mediterranean, and the Middle East.
Project background
The project “Migration Awareness, Access to Reintegration and Strengthening capacities in Iraq (MAARC)”, funded by the Norwegian Directorate of Immigration and implemented by ICMPD, focuses on the set up and operationalisation of Migrant Resource Centre (MRC) in Erbil as a one- stop-shop would serve to respond to the needs of the potential, outgoing, and returning migrants in making their migration decisions in an informed and safe manner through an array of services i.e. counselling, outreach and referral– while at the same time increasing the capacity of the Kurdish Regional Government (KRG) in migration management by providing such information through their participation in the awareness raising and knowledge building activities on migration. The MRC setup and functionalities are ensured in coordination with the Joint Crisis and Coordination Centre, supported by the Ministry of the Interior in the Kurdistan region of Iraq. Programmatically, the work of MRC-Erbil contributes to the implementation of the Vision on Sustainable Reintegration of Returnees in Iraq and its Action Plan, produced in a joint collaborative effort amongst the governmental and non-governmental entities in Iraq as part of the whole of government and
whole of society approach, with the support of ICMPD.
The second project “Swedish- Iraq Cooperation on Migration Governance” (SI-COM) funded by Ministry of Justice has one project component focusing on strengthening and expanding the network of Migrant Resource Centres (MRCs) in Iraq through three key initiatives. Firstly, it involves establishing
an MRC in Sulaymaniyah, focusing on developing its structure, methods, and systems to align with other MRCs. Secondly, it entails developing and implementing a comprehensive MRC Baghdad Development Plan to elevate it into a “Centre of Excellence” in awareness raising, reintegration, and capacity building. Lastly, it includes an expansion plan for the MRC network within the Ministry of Labour and Social Affairs (MoLSA), aiming to identify pilot areas and assess needs and capacities across provincial offices to tailor specialized services. These efforts align with the Vision on Sustainable Reintegration of Returnees in Iraq, focusing on increasing capacity and awareness, supporting flexible reintegration services, and enhancing referral mechanisms at various levels.
Both projects are implemented under the Nordic Cooperation on Return and Reintegration in Iraq (NORAQ) with the aim to secure an aligned, sustainable, and transparent reintegration services for all returnees to Iraq and to support the establishment of a robust and professional migration management capacity in Iraq.
