Expert Security Officer (m/f)
in Baghdad
The position is to be filled as soon as possible, with an initial contract duration until August 31st, 2024. There are good prospects for an extension. The place of work will be Baghdad , Iraq (IQ). Taking the security situation into account, travel for work will be required. The position is paid according to SG6.
The objective of the Expert Security Officer is to ensure the safety and security of the organization’s personnel, assets and operations. The role is critical in managing and mitigating risks that may arise in various environments, especially those where WHH operate, which can include areas with conflict, instability, or other security challenges.
Your responsibilities
Under the direct supervision of the Security Advisor, and under the authority of Head of Project 1032 provides efficient and effective Safety and Security and Risk Management support to the projects of WHH in Salah Al- Den, Diyala, Baghdad and Anbar.
This is a position reserved for National Staff member. The Expert Security Officer must be willing to travel extensively throughout Salah Al-Din, Diyala, Baghdad and Anbar where he will be required to attend to new and existing WHH project areas of implementation.
The Expert Security Officer will be responsible to implement and assist to maintain and develop the Safety and Security Risk Management System (RMS), Security Protocols, Contingency Plans, Standing Operating Procedures and the Safety Standards of Welthungerhilfe.
As the Senior Safety and Security Officer, you will provide operational input and planning to all WHH projects and activities in the area to ensure that organizational Safety and Security policies and procedures are responsive to the context, adequate, relevant and known to staff. You will advise on humanitarian access processes and approaches and will develop and facilitate access in existing and new locations for WHH offices and activities.
You will render expert humanitarian security and access advice to all levels of Tikrit, Baquba, Ramadi and Baghdad WHH staff, including medevac drills, fire drills, incident management, access negotiations and mediation, context and conflict analysis, advisories and local government liaison.
You must demonstrate the following competencies:
- Emergency Response and Crisis Management:
- Support Security Advisor in Developing, maintaining and implementing a Hibernation, Relocation and Evacuation (HRE) Plan for All WHH offices including Guesthouses under your responcibility.
- Ensure monthly updates of the Security Communications Tree/ WhatsApp groups
- Collect and provide credible information and contextual analysis of localized and regional security issues (if possible) and incidents along with appropriate advice to Security Advisor(SA) where needed.
- Understand the salient issues for the program and update SA as the context evolves / dictates.
- Field Security Assessments:
- Assessing new areas of operation and negotiating access and establish acceptance with local authorities, host communities, beneficiaries and armed actors.
- Conduct field security assessments examining staff, assets, Offices, Guest Houses, field sites and projects and Assist SA to compile Risk Assessments with Contingency Plans and SOPs, specific to the context of each program site
- Compile security reports and preparation of daily (where needed) and Bi-weekly written intelligence reports on the current security context
- Assist Security Advisor in developing medical/emergency evacuation plans specific to each area of operation
- Conduct site surveys and Occupational Health and Safety (OHS) audits, with written reports with recommendations to minimize/avoid risks.
- Advisory & Monitoring:
- Monitor all communications from the field related to security incidents and planning and provide timely feedback to questions raised from the field.
- Identify, create and maintain a network with other INGO/UN/INSO and security specialists within the area of operation to promote better information sharing and pro-active planning. Facilitate NGO security coordination through networking, collaboration and coordination with humanitarian actors
- Provide credible operational- and tactical level information and contextual analysis of localized security situations and incidents along with appropriate advice for SA and field office.
- As required, support and advise (SA) and HOP during humanitarian or security/safety emergencies.
- Security Orientation & Training:
- Provide periodic security drills and briefing in security/safety related subjects to all staff, based on significant and prevailing risk profile, thereby developing security awareness that reaches a maximum number of national and international staff. Keep records.
- In absent of National Security Advisor Liaise with external security and medical training provider setting up training sessions.
- Assist field office in arranging ad-hoc security training workshop
- Promote security awareness, appropriate security behavior and security minded culture amongst staff
- Ensure staff adherence to all security and safety policies, procedures and protocols
- Disseminate regular advisories and Bi- weekly security report via email to Security Advisor/ Manager.
- Field Security Management Planning:
- Ensuring that organizational security policies and procedures are known to staff
- Assess insecure operating environments, recommend actions and support the implementation of risk mitigation strategies thus enabling better programming and support to beneficiaries
- Generate activity reports on emerging threats, responses and vulnerabilities and any relevant lessons learned from security and safety incidents
- Coordinate incident investigation-, reporting-, mapping-, analysis and recording functions
- Cultivate, train and maintain a network of Security Focal Points at each field office/area of operation
