UNICEF Albania Country Office, in collaboration with World Vision Albania, is currently implementing the program “Enhancing Local Social Care Services Partnerships with Citizens and Toward EU Standards”, funded by EU Delegation to Albania under the EU for Social Inclusion programme/ IPA 2019. The program’s primary goal is to bolster local partnerships and capacities for the planning, establishment, extension, and delivery of social care services across 14 targeted municipalities, funded by IPA 2019/ Phase II. This initiative focuses on expanding social care services at the municipal level and establishing specialized services tailored to the unique needs of each municipality. It closely aligns with the Albanian Government’s priorities of advancing social care reforms, promoting social inclusion and equal opportunities, and decentralizing social care services.

A key objective of this intervention is to support the establishment and/or expansion of specialized social care services addressing the specific needs of the 14 targeted municipalities, namely Gjirokaster, Vore, Cerrik, Librazhd, Kavaje, Kurbin, Kukes, Kruje, Pogradec, Korce, Kamez, Vlore, Elbasan, and Durres.

This assignment aims to engage an expert who will assist UNICEF and World Vision in conducting a rapid situational assessment across all 14 municipalities to identify areas with the highest needs for specialized social care services. The assessment will be carried out in collaboration with the Ministry of Health and Social Protection (MoHSP), UNICEF Albania Country Office, and World Vision Albania

How can you make a difference?

The consultant will focus specifically on assessing the need for specialized services, with a particular emphasis on addressing violence against women and supporting individuals with disabilities in Albania. The scope of work delineates a targeted set of tasks designed to comprehensively evaluate and respond to these specific needs.

Deliverable 1:  Inception Report detailing the proposed methodology for the rapid situational assessment.

Specific tasks:  Reviewing relevant documentation and reports related to social services provision, violence against women, and disability services in Albania and Developing a methodology for the rapid situational assessment, including data collection tools and sampling techniques.

Timeline: 5 days after the contract commencement

Deliverable 2:  Draft report outlining the findings of the rapid situational assessment.

Specific tasks:  Conducting field visits to 14 municipalities to collect primary data on the needs of children and women survivors of violence and individuals with disabilities and analyzing the collected data and identifying areas with higher needs for specialized social care services.

Timeline: 10 working days within 20 days of contract commencement

Deliverable 3: Final report incorporating feedback from UNICEF and MoHSP

Specific tasks:  Prioritizing the establishment of specialized services based on the assessed needs and in consultation with UNICEF and MoHSP and developing a comprehensive report outlining the findings of the rapid situational assessment, including recommendations for the establishment of specialized services.

Timeline: 5 working days – within 20 days of contract commencement

The duration of the consultancy is from 30 April – 15 June 2024. The consultant will travel to the 14 municipalities (day trips) during this period. Travels will be to Gjirokaster, Vore, Cerrik, Librazhd, Kavaje, Kurbin, Kukes, Kruje, Pogradec, Korce, Kamez, Vlore, Elbasan, Durres.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in social work, human rights, humanities, psychology, sociology.
  • Strong analytical and report writing skills
  • Excellent communication and interpersonal skills
  • Fluency in English and Albanian language
  • at least 10 years of experience in direct practice of social service planning or delivery or assessments in the field of social services provision, preferably on violence against children/woman, or disability services.

  • Financial offer (lumpsum in ALL Inclusive of all taxes). The lumpsum will indicate the working fee and the travel (one to each Municipality mentioned above)

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
