Job description
Tanzania is currently introducing universal statutory health insurance. German development cooperation is supporting these efforts through technical cooperation via GIZ. The National Health Insurance Fund (NHIF) is intended to serve as the statutory health insurance fund. It will be regulated and monitored by the Tanzania Regulatory Authority (TIRA). While TIRA has experience in supervising private insurance companies in all insurance sectors, the supervision of a statutory health insurance fund is a new task. A new department is currently being set up for this task. The integrated expert will support TIRA in building the necessary technical and organisational capacities. They will provide technical advice on the regulation of the sector as well as on organisational and human resources development.
Your Tasks
- Review of international best practices in the field of statutory health insurance regulation and preparation of proposals adapted to the Tanzanian context
- Development of a human resources concept, including competency profiles for the department responsible for supervising statutory health insurance
- Support in the development and adaptation of supervisory and regulatory ordinances, guidelines and handouts in the area of statutory health insurance
- Support for the supervisory and enforcement functions of the supervisory authority
- Development of an approach for monitoring, evaluation and learning for the supervisory authority, including the necessary information systems and databases
Your profile
- A master’s in public health, health economics or health policy, actuarial sciences or health insurance.
- Extensive experience of not less than ten years in designing, implementing, and supervising health insurance schemes, preferably in low- and middle-income countries.
- In-depth knowledge of health financing mechanisms, health care insurance and administration, regulatory frameworks, and health system strengthening.
- Proven track record of working with government agencies and stakeholders to achieve health policy objective
- Strong communication and interpersonal skills, with the ability to work effectively in a multicultural environment.
- Excellent written and oral proficiency in English
