OVERVIEW OF THE FUNCTIONS OF THE POST

Bajo la autoridad del Director de la Oficina Regional Multisectorial de la UNESCO en San José, y bajo la supervisión directa del Especialista de Programa de Cultura, la persona experta en políticas culturales proporcionará asistencia en el desarrollo e implementación de los siguientes objetivos del Programa de Cultura para el periodo 2024-2025:
• Fortalecimiento de las capacidades de los Estados miembros y de la sociedad civil para proteger y promover la diversidad de las expresiones culturales mediante industrias culturales y creativas dinámicas e integradoras.
Mediante las siguientes acciones:
o Apoyar las actividades para relativas a la Red de Ciudades Creativas de la UNESCO en los países cubiertos por la Oficina Regional.
o Asistir en la coordinación y ejecución de actividades relativas a la implementación de la Convención de 2005 sobre la Protección y Promoción de la Diversidad de Expresiones Culturales en los países cubiertos por la Oficina Regional, incluyendo brindar el apoyo que sea requerido por los Estados miembros para la realización de sus informes periódicos cuadrienales.
• Fortalecimiento de las capacidades de los Estados miembros para promover, monitorear y medir la contribución de la cultura a la aplicación de la Agenda 2030 para el Desarrollo Sostenible a escala local, nacional y regional.
Mediante la ejecución de acciones de apoyo que la UNESCO brinda al Ministerio de Cultura y Juventud de Costa Rica en los siguientes procesos:
o Actualización de la Política Nacional de Derechos Culturales y su Plan de Acción
o Formulación de la Política de Fomento a la Economía Creativa y Cultural y su Plan de Acción
o Formulación Política de Fomento a la Lectura, Libro y las Bibliotecas y su Plan de Acción
o Toda otra actividad del Ministerio de Cultura y Juventud orientada a incorporar la creatividad como un factor de desarrollo sostenible.
• Asistir al Programa de Cultura mediante la elaboración, identificación y/o estudio de documentos de trabajo relativos al ámbito de la creatividad, según sea requerido.
• Apoyar, en coordinación con el equipo de Comunicación de la Oficina Regional de la UNESCO, las acciones de comunicación y visibilidad del según sea requerido.
• Realizar otras tareas de apoyo al sector de Cultura que sean asignadas por el Especialista del Programa.

REQUIRED QUALIFICATIONS

Education
Advanced university degree (Master or equivalent and above) in the field of culture, arts, cultural management, or related fields.

Work Experience
At least two years of relevant working experience in areas related to culture, of which at least one year acquired at international level.
Experience in the implementation, evaluation and advocacy of programmes and projects related to cultural policies, including coordinating with internal and external partners and networks.
Experience in designing, implementing and/or evaluating cultural policies.

Skills and Competencies
Good writing skills and ability to draft clear and concise reports.
Experience in the development, implementation and evaluation of programmes/projects related to culture, including administrative and financial matters.
Ability to conduct analytical study and prepare presentations on project implementation.
Strong interpersonal skills, with proven ability to maintain effective working relations within a multicultural environment with colleagues and staff at all levels within and outside the Organization.
Ability to work in a multicultural environment and team cooperation.
Demonstrated capacity to work under tight deadlines.

Languages
Excellent knowledge of Spanish and English (written and spoken).

DESIRABLE QUALIFICATIONS

Work Experience
Experience with UNESCO and understanding of the organization, including its administrative procedures and financial process.
Specific professional and practical experience working with public institutions related to culture.

Languages
Working knowledge of French, or another UNESCO language (Arabic, Chinese or Russian).
