1.0 About HENNET

The Health NGOs’ Network (HENNET) is a membership organization that seeks to promote civil society’s roles and engagements to transform Kenya’s health sector to enhance their responses towards health needs of Kenyans with a vision of a health Kenyan Society. HENNET was founded in 2005. The network is governed by a Board of Directors with an executive committee as defined by its constitution and is widely seen by its peers as the appropriate and convener of the CSO health sector.

2.0 Project Title

Advocacy for Immunization and Primary Health Care in Kenya

3.0 Assignment/Purpose of the Consultancy

HENNET seeks to recruit and engage a consultant to develop a Kenya case study on GAVI Co-financing in Kenya, flow of immunization from external and domestic resources to treasury to National Vaccines and Immunization Program (NVIP) and from treasury to counties to line department to facility to utilization for service delivery to identify the time lag and times of disbursement.

3.1 Scope of Work

  1. To track public budget appropriated to immunization from National and County budgets,
  2. To track external funding for immunization in Kenya,
  3. To develop the Kenya immunization trends at the national and the counties level, immunization coverage, zero dose, full immunization and gaps in immunization,
  4. To evaluate immunization financing including: average immunization cost, vaccines in routine immunization program, annual vaccines budget against the expenditure, funding sources, financing gaps and sustainability,
  5. To establish how effective the Kenyan government meets its co-funding obligations on immunization,
  6. To describe any donor transition plan on immunization proposed by the Kenyan government (this includes budgets allocated and any existing policy frameworks),
  7. To establish fund disbursement trends and time taken from budget allocation at National and County levels to actual immunization service at facility level
  8. Build an immunization advocacy case including the averted cost in a fully funded immunization program.

3.2 Key Deliverables

  1. A case study report on Immunization financing including GAVI Co-financing in Kenya, flow of immunization from external and domestic resources to treasury to National Vaccines and Immunization Program (NVIP) and from treasury to counties to line department to facility to utilization for service delivery to identify the time lag and times of disbursement.
  2. Determine the annual immunization projected budget need against the budget allocations in Kenya (FY 2022/2023, 2023/2024, 2024/2025),
  3. What commitments has Kenya made in immunization and Primary Health Care at global, and national level?
  4. Assess the No. of Counties in Kenya with Immunization Budgetlines (FY 2022/2023, 2023/2024, 2024/2025)
  5. Identify innovations that Kenya can deploy in increasing domestic health financing and innovations to strengthen the effectiveness and efficiency of immunizations administration.
  6. What are the bottlenecks/challenges facing immunization in Kenya (National and County level)?
  7. Identify key strategic players in promoting immunization in Kenya and the critical role of each player
  8. Build a case for the return on investment (ROI) on immunization coverage and domestic financing.

4.0 Duration of the Contract

The consultancy is expected to take 30 days from the date the contract is signed.

5.0 Remuneration/Consultancy Fees

The consultancy fees shall be as agreed with the consultant based on the best value for money. The consultancy fees shall be inclusive of statutory tax deductions. Payable by cheque or EFT transfer as the consultant may prefer.

6.0 Bid Requirements

Interested consultants should submit an Expression of Interest which should include the following:

  1. Suitability statement that expresses commitment to availability for the entire period of the assignment.
  2. Brief statement on the proposed methodology including a detailed work plan.
  3. Updated curriculum vitae of the consultant (s) spelling out the relevant qualifications and experience.
  4. Contacts of three organizations that have recently contracted the consultant(s) to carry out similar tasks.
  5. Financial proposal in Kenya shillings.

7.0 Consultant profile

The consultant must demonstrate the following qualifications:

(a) Have a master’s degree in Social Science, Health Economics or Public Health.

(b) At least 3 years of experience in health financing, public health expenditures review and/or health budget advocacy.

(c) Have a good command of the preparation of the health budget in general, and the costing of vaccination in particular.

(d) Knowledge of the WHO One Health tool 2will be an added advantage.
