BACKGROUND AND PURPOSE OF THE ASSIGNEMENT

Somalia continues to face the most protracted drought conditions in recent history, with five consecutive below average rainy seasons on record, leading to the worst drought in 40 years. The impact of successive failed rainy seasons, coupled with desert locust invasions, has contributed to the deterioration of productive resources, reduced farm production and productivity, lowered income, and limited access to basic services. Smallholder farmers, majority being women are particularly vulnerable to shocks, but also are the least prepared when shocks hit bearing the brunt of hunger exacerbated by deeply rooted social cultural norms restricting their access to productive assets and resources.

WFP’s presence has been changing to adapt to new challenges faced in local food systems, as well as to better respond to the Somalia government development priorities. In the face of climate risks, WFP is on the frontline developing Climate Disaster Risk Finance Instruments (CDRFI) in Somalia and strengths capacities of the Somali government in disaster risk management, specifically by preparing and responding to climate risks through contingency planning. CDRFI includes buying climate risk insurance developed by the African Risk Capacity (ARC) group where WFP and the government will jointly increase coverage and support communities vulnerable to climate shocks and stresses earlier and complimenting the traditional response modalities.

As climate risks affect women, men, girls and boy differently, WFP is committed to gender-responsive and/or transformative programming within CDRFI. In order to design and implement ARC Replica programme that responds to the identified needs and realities of diverse women, men, girls and boys, WFP must first identify the needs and realities of affected population. With the support of an international short-term consultant, WFP plans to undertake a gender analysis of the climate disaster risk in Somalia focusing on the needs, barriers, realities, and priorities of diverse affected populations vulnerable to climate disaster risks and subsequently how CDRFI programmes can respond to these barriers and opportunities in Somalia.

WHAT WILL YOU DO? (not all-inclusive)

• Undertake the desk review of relevant sources and document an inception report on the climate disaster risks faced by diverse women, men, girls and boys, as well as the current state of national disaster risk management and Climate Disaster Risk Finance Instruments (CDRFI) in Somalia.
• Review the national matrix on gender and sex disaggregated related indicators including the availability of sex-disaggregated vulnerability data and compile the list of priority indicators and gaps on gender equality and climate considering the national policies and programmes.
• Assess the sex-disaggregated data for catastrophe risk modelling to allow for more accurate risk profiles and insurance products that cover the needs of women as well as men.’
• Assess the climate and gender data available in country to bring out to which extent the stakeholders have the capacity to govern, collect, analyse and use of the gender data and evidence to inform climate change and disaster risk management policies and actions.
• Assess the coordination mechanisms/dialogue platforms enabling women’s participation in disaster risk reduction and management as well as climate disaster risk finance instruments policy and decision-making at household and community level.
• Assess the social norms that underpin GBV, the most common types of GBV, and how they change after climate disasters previously. This needs to be done through Key Informant Interviews (KIIs) and desk review.
• Based on the data gap, prepare the methodology and tools that will enable employment of an intersectional gender lens for primary data collection with a focus on gender analysis domains. Subsequently, collect primary data including (but not limited to) conducting focus group discussions and/or key informant interviews with affected people.
• Based on the review, conduct a gender analysis factoring the gender domains (roles and responsibilities, social norms, institutional frameworks, power and decision making, access and control, time and mobility and benefit), the use of qualitative and intra-household data where possible, that documents actual and hypothesized gender-specific differences, barriers and needs when faced with climate risks and identifies key imperatives for change for contingency planning answering the following questions:
• What are the distinct ways in which climate disasters affect men and women differently in Somalia and how are climate disasters been perceived by both men and women?
• How do cultural and social factors influence women’s ability to access and benefit from climate disaster risk insurance?
• Are there any specific challenges or barriers that women face in participating in or benefiting from climate risk insurance programs?
• Contribute significantly to the design of the overarching conceptual framework and action plan for the climate and disaster risk insurance project, helping ensure an appropriate gender lens is incorporated to probe and/or address gender-specific challenges and impacts.

DO YOU MEET THE MINIMUM REQUIREMENTS?

Education:

• Advanced degree in gender, development studies, public policy/administration, human rights, social policy, anthropology, economics, statistics, climate change or related fields.

Experience:

A minimum of 5 years of professional experience increasingly responsible for climate change and gender-related studies/research/surveys. Experience with gender transformative assessments and programming is a significant asset.

Language:

International Professional: Fluency (level C) in the English language. Intermediate knowledge (level B) of a second official UN language is an added advantage.

ARE YOU COMPETENT FOR THIS JOB? DO YOU HAVE?

• Strong experience in working with government authorities, UN and or NGO entities on climate change, climate disaster risk insurance, and gender-related topics.
• Hands-on experience in the formulation of gender mainstreaming tools and the application of the tool in mainstreaming gender in public administration.
• Experience writing policy papers with a focus on gender, governance, public policy and management, and monitoring and evaluation will be an added advantage.
• Experience with qualitative data collection and revision of qualitative and quantitative data.
• Prior experience working in developing and post-conflict countries is required, but experience working in Somalia is an added advantage.
• Experience working in an international organization is preferable.

• This position is based in Mogadishu, the selected candidate will be required to relocate to take up the assignment.
