Request for Proposal Baseline Assessment for Anticipatory Action Intervention

World Vision is a global Christian relief, development and advocacy organization dedicated to working with children, families and communities to overcome poverty and injustice. We hereby invite expression of interest from registered, approved and reputable consultants to provide above-named services to World Vision East Africa (EAR) and Middle East Regions (MEER).

1.0 Background

World Vision East Africa (EAR) and Middle East Regions (MEER) have recognized the need for Anticipatory Action (AA) to underpin their disaster management interventions. The two regions propose a multi-region AA pilot intervention based on high contextual vulnerabilities, lessons, opportunities and knowledge sharing from a different regional project in Asia. The intervention will enhance the two regions’ disaster preparedness and mitigation capacities and improve disaster resilience. AA is attracting global attention and is quickly gaining global recognition as a critical approach to mitigate the negative impacts of crises. This pilot project supports the establishment of AA protocols for selected, high disaster-risk locations in Ethiopia, Kenya, South Sudan, Lebanon, Iraq and Syria in order to enhance the level of readiness and pre-disaster action capacity at community level. The bi-regional AA intervention is being coordinated by World Vision’s East African Regional Office (EAR), with additional support from World Vision’s regional Office for the Middle East (MEER).

This pilot AA intervention aims to determine the effectiveness of the AA approach and whether the approach is cost effective than the traditional post-disaster response.

World Vision plans to generate evidence through piloting the AA intervention in East Africa and the Middle East. World Vision has selected 6 countries for the pilot and these are: Ethiopia, Kenya, South Sudan, Iraq, Lebanon and Syrian which have unique vulnerabilities and high disaster risk.

2. Purpose of the baseline assessment

The main purpose of this baseline assessment exercise is to determine the readiness and capacity of the targeted communities to conduct anticipatory action in timely manner.

2.1 Assessment specific objectives

  • • Capture the state of communities AA capacities as a pre-requisite for future collaboration on AA.
  • • Assess the risks, vulnerabilities and coping strategies of communities in selected locations.

3. Scope of work

The Assessment will be conducted in six countries namely Ethiopia, Kenya and South Sudan from The World Vision Eastern Africa Regional Office and Lebanon, Syria and Iraq form The World Vision office for The Middle East (MEER).

3.1 Study location

The following are the geographical locations in the respective countries the AA project is being implemented:

  • • Ethiopia: South Omo Zone.
  • • Kenya: Sololo, Moyale Sub- County, Marsabit County.
  • • South Sudan: Aweil East County, Northern Bhar-El Ghazal (NBEG).
  • • Syria: North East Syria (NES).
  • • Lebanon: Akkar.
  • • Iraq: Ninewa Governorate.

3.2 Study Methods

The consultant is expected to articulate a robust and suitable research method in line with the scope, objectives and research questions. The detailed method should include but not be limited to the following:

  • • A robust study design using mixed methods including the use of secondary data and primary data.
  • • Data collection instruments, protocol and procedures,
  • • Sampling procedures,
  • • Procedures for data analysis
  • • How users/key project stakeholders in the research will be involved
  • • The triangulation of the findings (e.g., research findings are strengthened when several sources of evidence are used and point in the same direction)
  • • Reporting and the dissemination strategy

As a guide, it is preferred that research method selected should seek to empower the WV AA project staff, beneficiaries, and partners. The method should also lead to effective utilization of the information generated through appropriate dissemination strategies. The consultant should strongly consider using mixed methods utilizing an array of data collection methods making triangulation of data possible. Quantitative methods selected should aid assessment of outcomes and

outputs indicators. In addition, the consultant should select qualitative data collection methods e.g., Focus Group discussions, case stories, etc. to give deeper understanding of processes and approaches, perceptions and behaviours and other relevant factors.

3.3 Risks and limitations

The study might be constrained by disruption of data collection due to adverse weather conditions, lack of or limited access to study areas, unavailability of the respondents and competing priorities but these will be mitigated against in the best possible way including having a sizeable and well representative sample size. Furthermore, limited involvement of partners in the study process due to unforeseen circumstances could affect the study (e.g., activities organized by the local government or other partners within the community may disrupt the exercise.) Limited scope of time allocated to data collection could impact on the data quality. However, the consultant should be experienced enough to overcome these limitations to increase the validity, reliability, and utility of the research findings. The consultant and the team are expected to make the necessary plans in order to minimize these limitations.

4. Authority and responsibility

4.1. Team members and Roles

The consultant is expected to work closely with World Vision staff in the national offices. Furthermore, the consultant will work with enumerators in the course of data collection and processing. In order to facilitate smooth undertaking of the research, WV EARO Research Manager will be the main point person assisted by other staff and the Senior Leadership and the Regional Director for Humanitarian Affairs. The research will have a number of people who will play different roles during the exercise as outlined in the Table below:

The Research Manager will work with the consultant to ensure process and data integrity as well as provide logistical support for the entire exercise. The consultant is expected to lead the entire process working closely with the different country offices and AA project staff. The responsibilities of the consultant and other stakeholders are summarized below:
