ITS Vice Presidency Context:

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

The ITS Enterprise Services department, ITSEN, provides a wide range of technical services, ranging from data centers and system administration, to database, middleware, cloud and Identity management.The department consists of two units (ITSIA and ITSSM) which are in Washington, DC; Chennai, India; and in Sofia, Bulgaria.

ITSIA (ITS Identity and Application Service) unit, provides enterprise system integration support, for both on-prem and cloud (Azure/AWS), for ITS and its clients.

Position Overview:

The APIM developer with solid background and experience developing policies and proxies in Azure APIM and Apigee. As a senior developer, applies design thinking to generalize solution offerings to the LOBs and automate repeat tasks. As a member of the APIM Administrators team, this person will be relied upon as a subject matter expert of the Azure APIM service, its capabilities, and best practices.

Selection Criteria

Master’s degree with 5 years relevant experience OR equivalent combination of education and experience.

Extensive experience developing Azure APIM proxies, policies, subscriptions, products, Azure function app and logic app, using VS-Code.

Experience with large complex enterprise implementations and migrations.

Be a champion in Azure APIM platform, establish standards and best practices in turn providing value to the LOBs.

Integrate other enterprise platforms such as SailPoint, Azure AD, AzureDevOps, ESB, API GW, etc.

Strong experience in various security models to protect APIs.

Work with vendors to troubleshoot, fix, monitor and performance test APIs using Tracing in APIM, Azure AppInsights, Splunk, and SmokePing.

Experience creating SOAP/REST connectors/services adopting Object-Oriented design patterns and implementation skills.

Experience in all phases of software development lifecycle including analysis, design, implementation, testing and deployment.

Experience in AzureDevOps- for agile project management.

Development experience in few languages – Java, Python, JavaScript, C#

Experience in platforms automation through Azure DevOps pipelines for Operational excellence.

Document, peer-review changes. Effectively communicate changes with colleagues in Chennai, Sofia and HQ, and other stakeholders including but not limited to Enterprise Change Review Board, Office of the Information Security, and Enterprise Architecture.

Train and guide junior-level system architects to nurture and sustain APIM expertise for the Bank Group.

Estimate implementation level of effort based upon requirements and design.

Outstanding communication skills in English both written and oral.

Desired Skills/Abilities (is a plus):

Strong knowledge in IaC, SRE and DevOps principles, Microservices and API-led connectivity.

Demonstrated experience in containers and its orchestration.

Experience in migration of proxies, policies, subscriptions, products in an automated fashion.

Experience developing with various APIM solutions.

Experience with CI/CD Tools such as Azure Devops, Jenkins

Experience integrating with Azure AD and other enterprise platforms.

Experience in containers and its orchestration.

Ability to work under minimal supervision and create needed work tasks to further improve the service.
