ABOUT THE POSITION: DUTIES AND ACCOUNTABILITIES
The External Affairs Officer will serve as the SDG Partnership Fund Trust Fund Coordinator and will be responsible for administering the Fund in accordance with the Administrative Agreement signed between the World Bank and the Fund donor partners. The Position will report to the Partnerships Lead.
Anticipated scope of duties and responsibilities include the following:
TF Management:
  • Coordinate the daily operations of the Fund, along with the Research Analyst;
  • Design overall strategy for the Fund to include the work plan and budget for the Fund Secretariat, fundraising and communications;
  • Support the Partnership Council and Steering Committee, including management of correspondence, organization of meetings and integrating guidance for subsequent operations;
  • Design and maintain the work plan and budget for the Fund Secretariat;
  • Manage and implement a work plan for the Research Analyst;
  • Analyze and engage in risk identification and mitigation activities in the context of the SDG Partnership Fund and the WB;
Calls for Proposals:
  • Send out calls for proposals in line with Steering Committee guidance on priority issues/themes;
  • Review activity proposals for eligibility and work with Task Team Leads across the Bank Group to minimize duplication of submission;
  • Provide support to Task Team Leads in the set-up of grants, including identification of partnership opportunities;
Relationship Management:
  • Maintain and build effective professional relationships with key external and internal constituencies;
  • Closely collaborate with other Trust Fund teams across the Bank to ensure coherence and complementarity;
  • Maintain relationship with and coordinate with the ECREP Partnerships Team and wider unit to leverage and coordinate partnership efforts.
Communications:
  • Plan, design and implement relevant strategies for effective communications with internal and external audiences;
  • Help conceptualize and determine the types of information and communications interventions best suited to addressing issues or problems;
  • Support senior management, in promotion and communication of the SDG Partnership Fund to relevant external constituents (including donor and partner stakeholders);
  • Work closely with colleagues within ECR and across the WB to promote Fund communications, share knowledge, and support monitoring and evaluation;
Portfolio Management:
  • Oversee results reporting exercises;
  • Review financial performance of TF activities;
  • Lead the preparation of the Annual Report, including dissemination plans

 

Selection Criteria

 

  • Master’s degree with 5 years of experience or equivalent combination of education and experience in a relevant discipline (international affairs, law, economics and finance, political science, business administration; management).
  • Experience within a multilateral or international organization, and specific experience within the World Bank Group, is preferred. Applicants must demonstrate a commitment to the poverty reduction mission of the WBG.
  • Experience of working with, or knowledge of, relevant potential partners external to the World Bank Group, particularly the UN system (member states, intergovernmental bodies, agencies, funds and programs, etc.) as well as national development and aid agencies; other multi-lateral development agencies; business and private sector; academia; and civil society.
  • Experience working with WBG trust funds and familiarity with trust fund management strongly preferred.
  • Familiarity with the SDGs and Agenda 2030, financing for development, climate change, fragile states agenda, humanitarian, LDCs/LLDCs/SIDS, aid effectiveness and donor coordination, policy coherence, and other relevant thematic streams of work under the 2030 Agenda; as well as a demonstrated understanding of the work programs of key units within the World Bank Group.
  • Significant experience in managing complex partnerships and building relationships.
  • Significant experience in leading strategic communications.
  • Experience in knowledge management and exchange.
  • Excellent planning and organizational skills, and ability to think and act strategically. High level of initiative, judgment, and decisiveness in accomplishing tasks, coupled with the ability to work independently under limited supervision.
  • Demonstrated capacity to write analytically and concisely, including for outreach and communications material.
  • Creative and critical thinking and entrepreneurial spirit. Ability to build an independent opinion of partners’ needs and opportunities. Strong attention to detail.
