External Collaborator to review, assess and develop a Guarantee Facility Capacity Building RFP

The ILO seeks to conduct an in-depth assessment of ICBG guarantee facility and subsequently build the capacity of the team. To achieve this, a comprehensive Request for Proposals (RFP) needs to be developed to engage qualified firms or individuals who can deliver on this mandate. We seek to hire a consultant to support the development of this RFP and participate in the proposal review committee.

The objective of this assignment is twofold:

1. Develop a detailed and clear RFP to engage qualified firms for the assessment and capacity-building project.

2. Participate as a member of the proposal review committee to ensure the selection of the bestqualified proposal.

Scope of Work

The consultant will undertake the following tasks:
Phase 1: Development of the RFP
1. Consultation and Planning:
a. Meet with the key stakeholders to understand the objectives, scope, and desired outcomes of the RFP.
b. Review any existing documentation related to the guarantee facility and capacity-building needs.

2. Drafting the RFP:
Develop a comprehensive RFP document that could includes:
a. Project background and objectives
b. Scope of work
c. Deliverables
d. Proposal submission requirements
e. Evaluation criteria
f. Budget and financial considerations
g. Timeline for the project
h. Ensure the RFP is clear, and concise.

Phase 2: Proposal Review Committee Participation
Evaluation:
1. Participate in the review and scoring of submitted proposals.
2. Ensure a fair and transparent evaluation process.

Recommendation:
1. Assist in the preparation of a report summarizing the evaluation results and recommending the best-qualified proposal.
2. Support the final decision-making process.

EXPECTED OUTPUTS
The consultant shall be expected to deliver the following output.
A. Draft and Final RFP Document: A comprehensive and well-structured RFP document ready for publication.
B. Evaluation Report: A summary report of the proposal evaluation process, including recommendations.

SELECTION CRITERIA
– The applicant must be an individual consultant with substantial experience and exposure in the MENA region.
– Advanced degree in Business Administration, Finance, Economics, or related field.
– The consultant is recommended to have strong Arabic language skills. However, the Proposal and all correspondence and documents related to the Proposal shall be written in the English language.
– Minimum of 5 years of experience in developing RFPs and evaluating proposals. Experience with guarantee facilities and capacity-building projects is highly desirable.
– Excellent writing, communication, presentation, and facilitation skills. Strong analytical and evaluation skills.
– The consultant should indicate his/her daily rate for the assignment. The selection of the consultant will be based on the best value for money regarding the experience and quality of work previously conducted.
