First, CRS has established strong, mutually beneficial partnerships with Indonesian civil society organizations and government stakeholders through successive rounds of programs building organizational capacity for emergency response and DRR in both urban and rural settings. Then, in times of disaster, CRS has been able to mobilize these partnerships to implement rapid, responsive, and innovative humanitarian interventions, from the 2004 Indian Ocean tsunami up through the 2018 Lombok and Palu earthquakes.
CRS/Indonesia is currently looking for External Consultant to Refresh and Analysis the CP Strategy, Job Code: CP Strategy.
- Purpose
CRS Indonesia is in the process of revisiting its country strategy to identify strategic priorities, inform operational planning processes, and guide staffing decisions and resource allocation. This refreshed strategy will translate CRS’ Mission and Vision into more specific “what” and “how” within the current and anticipated future context of Indonesia.
To inform this revision, CRS would like to gather information on the following:
- Government and Donor Priorities: Understanding the current priorities of the Indonesian government and donor agencies will help ensure CRS’ strategy and priorities aligns with their focus areas.
- Competitor/Peer Analysis: Analyzing the work of competitor and peer organizations in Indonesia will provide valuable insights into best practices and potential areas of differentiation for CRS.
By gathering this information on the external context, CRS Indonesia can effectively refresh its country strategy, ensuring its continued relevance and impact in Indonesia.
- Objectives
The key objectives of this assignment are as follows:
- Identify Government Priorities:
- Analyze government priorities and funding trends over the next 5-10 years.
- Identify hot-button issues and funding opportunities aligned with CRS’s work.
- Assess the government’s perceptive on the role of INGOs and civil society in supporting their development outcomes.

- Analyze donor priorities and funding trends over the next 5-10 years.
- Identify hot-button issues and funding opportunities aligned with CRS’s work.
3. Analyze Competitor Landscape
- Assess organizations operating in the same space as CRS and identify what competitors offer, CRS’ differentiators, value add as an INGO, and areas for improvement relative to peers and competitors.
4. Identify CRS’ perceived strengths and areas for improvement and growth.
- Assess CRS’ perceived strengths (what we’re known for and what partners/government see as our ‘go to’ programming areas) relative to our peers and competitors.
- Areas where CRS could improve (programmatically and operationally)
- Opportunities for CRS in the future (sectors we could grow into) given the Indonesian NGO/INGO landscape and national needs.
- Principle Activities for the consultant
- Literature Review – including developing summaries of key issues, trends (for e.g. government, operating context, demographic), information to identify vulnerability and marginalized groups (who is most affected and drivers of vulnerability) and stakeholder priorities (government, donors and peers) as they relate to CRS’ agency goals. Findings can be summarized in a slide deck or captured in templates provided by CRS.
- Refine tools for KIIs: The primary purpose is to gather information on stakeholder perspectives on key trends and issues in the country. With an outlook of 5-10 years, primarily exploring priorities of targeted number of donors, government agencies and peer organizations. A draft tool is available for refinement by the consultant.
- Refine Perception Survey Tool and implement survey: Perception surveys will gather information on how key stakeholders perceive CRS Indonesia. A draft tool is available for refinement by the consultant.
- Process and analyze data
- Present data to CRS for discussion
- Develop report with data analysis and power point slides for a strategy workshop
- Deliverables
The consultancy will deliver the following:
- Inception report with refined tools, refined workplan, planned interviews, planned perception survey methodology and checklist of possible documents required for review.
- Power point presentation of processed and analyzed data.
- First draft of report, for review and feedback.
- A finalized report and Power point with key findings, evidenced by data.
Payment terms are as follows:
20% of total fee upon approval of deliverable the Inception report –
80% of total fee of total fee upon approval of deliverables:

- Methodology
The assignment should include a mixture of desk review and qualitative key informant interviews and survey results. The survey can be both quantitative or qualitative in nature and can take the form of a survey administered electronically, administered in-person, by phone or a combination.

A detailed workplan is provided in the table below. The expected start date for this consultancy is 2 May 2024, with an expected end date of 17 June 2024. The estimated duration for the consultancy is 25 working days.

- Qualifications
- A Masters in Social sciences, Development studies, law or any other relevant field;
- At least 5 years of relevant professional experience in the field of humanitarian and development work;
- Previous experience conducting an organizational review of similar scope, scale, and focus;
- Good writing skill with demonstrated ability to plan and undertake a survey, collect and analyze data;
- Fluency in spoken Bahasa Indonesia and spoken and written English;
- Good interpersonal skills for engaging with high level stakeholders;
- Sound understanding of local context as demonstrated in the proposed workplan;
- Familiarity with CRS is an advantage.
