Mission and objectives

The United Nations Department of Safety and Security (UNDSS) enables the safe and effective delivery of UN programmes and activities in complex and challenging environments, while maximizing precious resources. However, the proliferation of emergencies in recent years means that demand for security support now outstrips what the Department can provide with its existing resources. Newly established in 2022, the Resource Mobilization Unit, part of the Division of Partnerships and Specialized Support, builds institutional capacity for effective resource mobilization, donor relations, grant and project management. The Unit coordinates UNDSS’ fundraising efforts for increased and predictable extra-budgetary resources in support of field operations and the Department’s global strategic initiatives.

Context

This UNV assignment is part of the Resource Mobilization Unit’s efforts to diversify the donor base and reach out to new and emerging partners, with a specific focus on the Arab States. Task description

Within the delegated authority and under the supervision of the Chief of the Resource Mobilization Unit or his/her designated mandated representative(s), the UNV External Relations and Resource Mobilization Specialist – Arab States and Emerging Donors will: • Research online and/or participate in conducting partner mapping for various types of engagement (funding trends, core business, humanitarian aid, security environment, etc.) with a focus on emerging donors and the Arab States; • Assist in the development and maintenance of Donors’ portfolios (including multilateral platforms) and update key donor tools and background documents (e.g. dashboards); • Monitor key political, economic, and social trends in targeted donor countries/multilateral platforms; • Research potential new donors; • Support the Resource Mobilization Unit in developing and maintaining relationships with donors and assist with drafting official correspondence as well as other outreach materials; • Liaise with Field Offices and HQ divisions in the preparation of concept notes, proposals, and reports; • Liaise with the Resource Mobilization Unit and office of the USG to identify high-level bilateral visits as well as attendance at multilateral events; • Provide talking points, briefing documents, and presentations as requested. • Re-package and disseminate (and translate or develop where required) marketing and fundraising materials (including briefs, stories, and the like) for existing and new donors; • Work with the Resource Mobilization Unit to develop background documents and outreach tools as needed for the Resource Mobilization Strategy 2022-2026. • Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking an active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end-of-assignment self-reports on UN Volunteer actions, results, and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Expected outcome: As an active UNDSS team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDSS and its beneficiaries in the accomplishment of her/his functions, including: • Concise and well-researched reports on foreign aid systems of donor countries that inform UNDSS engagement; • Talking points, briefing documents, and presentations that inform high-level UNDSS engagement; • Contribute to outreach material; • Participate in regular Resource Mobilization Meetings; • Establish and maintain close relationships with donor representatives in the Arab Region. • Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment. • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed.

Requirements

Required experience

5 years of experience in donor relations and fundraising working for a national/international organization or development agency, preferably in the Middle East. • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in developing partnerships and resource mobilization, volunteerism as a mechanism for durable development, and the UN System.

Living conditions and remarks

Amman, the capital, is a peaceful city with over four million residents. People are friendly to visitors. Services in terms of banking, transportation, health and communications are easily available. Though Arabic is the official language, English is widely spoken among the majority of the population, especially in Amman. Road network is good both in terms of spread and quality of the roads. Public transportation in Amman is limited. Taxis are relatively cheap and easily available. There are a number of shopping malls, restaurants, gyms, and cinemas. A large variety of accommodation options can be found; however, it is worth noting that prices in Amman have generally increased in the past few years. There are no specific security threats. Amman is a very easy city in which to live; large, many amenities, very modern and serviced by an international airport with direct flights to most capital cities. According to the assessment of the UN Department of Safety & Security (UNDSS) Jordan is a family duty station (category A hardship). As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the insurance plan.
