OBJECTIVES OF THE PROGRAMME

L’unite des relations exterieures du bureau national renforcera le bureau dans la mobilisation des ressources, la defense des interets et les partenariats avec tous les partenaires concernes, y compris les acteurs nonetatiques. Le responsable des relations exterieures sera le principal conseiller du representant de l’OMS (WR) et du bureau de pays, pour les activites de mobilisation des ressources, de sensibilisation et de partenariat. En tant que membre cle de l’equipe de direction du bureau de pays (SMO), le responsable des relations exterieures gerera la coordination, l’expansion, le developpement et la supervision du financement des bureaux de pays et des partenariats associes.

DESCRIPTION OF DUTIES

. Elaborer et mettre en œuvre un plan d’action novateur de mobilisation des ressources pour le bureau national afin d’assurer un financement durable des activites de base et d’urgence;2. Effectuer des recherches sur les interets et les conditions d’application des principaux donateurs et des autres sources de financement du pays. Rediger des propositions, des briefings pour les donateurs, des rapports et des mises a jour afin de garantir des rapports precis et opportuns ;3. Entretenir les relations avec les partenaires par des approaches innovantes (par exemple, briefing trimestriel des partenaires) ; tout en communiquant de maniere concise, claire et convaincante l’orientation strategique annuelle/biennale de l’OMS ; contribuer de maniere proactive aux negociations pour des accords rapides avec les donateurs ; 4. Superviser l’ensemble des activites liees a la mobilisation des ressources,a la gestion des subventions, aux besoins et aux lacunes en matiere definancement et au processus d’attribution. Tenir a jour les calendriers et lesjalons des projets ; analyser les informations sur les activites des projets etsuivre les progres accomplis dans la realisation des objectifs en utilisantdiverses bases de donnees de gestion de projets ;5. Assurer la liaison avec les bureaux regionaux pour obtenir lesautorisations requises, notamment les autorisations juridiques et financieresdes propositions et des accords des donateurs avant la signature. 6. Gerer de multiples projets tout au long de leur cycle de vie ; surveilleles taux de mise en œuvre et les delais de presentation des rapports ets’assure que les activites et les depenses sont conformes aux conditionsdefinies dans les accords individuels avec les donateurs ; travailles-enetroite collaboration avec le personnel charge des achats, de la logistique,des ressources humaines et des techniques pour suivre la mise en œuvre globaledes projets dans le bureau national ;7. Assurer la liaison avec les organismes de coordination dans le pays pourveiller a ce que le bureau de pays participe aux activites de mobilisation desressources a l’echelle du systeme et qu’il s’engage efficacement avec le personneldes fonds communs bases dans le pays pour obtenir des financements de cessources ;8. En coordination avec le responsable de la communication, utiliserefficacement les produits de communication pour informer les donateurs desstrategies du secteur de la sante et de l’OMS et s’efforce de les encourager afinancer la reponse globale du secteur de la sante aux populations touchees etaux plans et propositions strategiques de l’OMS ;9.S’acquitter de toute autre tache pertinente, a la demande du responsable.

REQUIRED QUALIFICATIONS

Education

Essential: Diplome universitaire en sciences sociales, relations internationales,sciences politiques, administration des affaires, communication, marketing,gestion ou economie d’un institut accredite/reconnu.
Desirable: Etudes specifiques sur la mobilisation des ressources, la creation departenariats, des etudes sur le developpement et/ou le travail humanitaire.Formation en matiere de renseignements sur les donateurs, de redaction depropositions et de gestion generale de projets.

Experience

Essential: Au moins cinq ans d’experience connexe, au niveau national etinternational, dans la mobilisation de ressources et les relations exterieures. Realisations documentees dans le cadre d’activites de mobilisation de ressources.
Desirable: Experience au sein de l’OMS, d’autres agences des Nations unies ou dans undomaine similaire;-Experience de travail dans un contexte d’urgence.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3163 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
