IFC is headquartered in Washington DC and has 107 Country Offices globally, with a footprint totaling approximately 2.3 million gross square feet (half of which is in Washington DC). These properties are a mix of owned and leased real estate. The Real Estate and Facilities Management Unit (CBARE) is responsible for IFC’s corporate real estate and oversees, among other departments, CBAFM, which is responsible for construction and project management, facilities management and capital budgeting, and related areas. 
 
IFC is seeking to hire a highly motivated and qualified Facilities and Administration Officer to fill the role of Construction Delivery Lead to manage the implementation of the annual capital plan in the headquarters of the IFC located in Washington DC.  This role will oversee all construction of office space and building infrastructure projects working closely with our procurement department, in-house project managers, stakeholders in IFC and across the WBG, and vendors and consultants.  The Construction Delivery Lead will be based in Washington DC and report to the Senior Officer of Facilities Management CBAFM. 
 
The Construction Delivery Lead is responsible for supervising and guiding the construction team to ensure efficient planning and execution of all the projects on the capital plan. S/he plans the implementation of the capital plan, designs the procurement strategy for construction, and oversees day-to-day operations related to construction, manages project managers, and facilitates collaboration among team members and stake holders to achieve project goals.
Role and Responsibilities:
  • Manage the Capital Plan, its overall implementation, schedule, budget, and approval cycles.
  • Coordinate project execution of multiple projects at the same time. Oversee the construction of key or highly visible projects. 
  • Lead, mentor and manage construction team members, ensuring adherence to project budgets, schedules, and quality standards.
  • Manage estimating and preconstruction efforts for the capital plan. 
  • Lead the process of budget approval of projects.
  • Assign projects to the project management team. Plan resources vs. project load and level of effort. 
  • Direct project managers, general contractors, designers, and consultants to ensure smooth workflow of construction process and resolve any on-site issues or conflicts.
  • Report on overall construction operations and monitor progress on individual projects. 
  • Estimate and forecast cost on capital plan and articulate reasons for possible variances.
  • Manage client expectations on the delivery of construction projects.
  • Set up templates for communication of project schedules and client updates. 
  • Help implement solutions to address client’s needs. 
  • Continuous improvement on internal standard operating procedures
  • Perform ongoing analyses of work and/or processes.
  • Establish a procedure for project management that formalizes all the stages of construction and incorporates milestones scope definition, estimating, procurement and construction. 
  • Established procedures to document changes, quality control, punchlists and close out. 
  • Lead the creation of a building standards summary and other pertinent information needed to onboard designers and architects. 
  • Manage “Lessons Learned” gathering, documentation, and repository for future quality control and continuous improvement.
  • Identify training needs within the team and facilitate skill development to enhance overall team performance.
Selection Criteria:
  • Specialized degree in Construction Project Management, Engineering, Architecture, Interior Design, or another similar discipline.
  • Minimum of 12 years of related work experience. 
  • Familiarity with construction operations and building codes in the Washington DC area.
  • Master’s degree or equivalent.
  • Previous experience managing staff in a construction related operations. 
  • Project Management Professional (PMP) certification preferred. 
  • Excellent communication and interpersonal abilities. Excellent relationship management skills with experience interacting across internal and external leaders, clients, and vendors.
  • Demonstrated executive presence and poise, with ability to interact effectively with senior management as well as various levels of staff and management across the organization.
  • Experience in a corporate setting, working alongside cross-functional teams.
  • Experience partnering with architects, design and construction vendors, program managers, ergonomics experts and other consultants. 
  • Understanding of relevant software and tools for construction management.
  • Ability to multitask, prioritize, and make decisions under pressure.
  • Demonstrated ability to function in a fast paced, ambiguous environment working with multiple and diverse responsibilities.
  • Demonstrated organizational acumen with high degree of emotional intelligence and ability to remain composed under stress.
  • Ability to effectively communicate technical and nontechnical information to levels across the organization.
  • Energetic, creative, and willing to work hard in a fast-paced environment.
  • Ability to motivate others and foster teamwork.
