The position is located in the Supply Chain Management and Service Delivery Pillar of the Mission Support Component of the United Nations Mission in Support of the Hudaydah Agreement (UNMHA). The incumbent will be based in Hodeidah- Yemen and will report to the Head of Engineering and Facilities Management Unit.
Responsibilities
Responsibilities: Within delegated authority, the Facilities Management Assistant will be responsible for the following duties:
Operations
- Provide accommodation management support including repair and maintenance coordination, room allocation, occupancy check-in check-out process, and maintain occupancy records for cost recovery and administrative purposes.
- Supervise facilities management contractors including tasking, planning, and monitoring in relation to contract management and all related activities.
- Prepare presentation of proposals for efficient space distribution for approval
- Support in-office space management.
- Provide scheduling and supervision for repair and maintenance of conventional buildings, temporary buildings, infrastructure and sites and premises including grounds in the mission area.
- Supervise ad hoc tradesmen, local and international junior staff assigned to the team by determining workloads and schedules.
- Read and interpret specifications and technical drawings, schedules, manuals for construction projects, installations and upgrade repair of infrastructure.
- Review and recommend for approval work orders and assign day to day repair and maintenance tasks to tradesmen being supervised.
- Inspect and report on maintenance and repair work carried out either by contractors or tradesmen and staff under supervision, and ensure proper utilization of available resources.
- Follow up on correction of defects in material or workmanship of contractor’s work during the warranty period of the contracts. Administration
- Assist in the preparation of cost estimates for facilities management services and infrastructure projects.
- Identify resource requirements for his/her area of responsibility in connection with budget preparations.
- Assist in technically evaluating bids and proposals for construction projects.
- Prepare certification for approval of completed contractual services of work for progress payments.
- Periodically provide inputs for assessment of performance levels of assigned local and international staff.
- Prepare requisitions for ordering maintenance works, equipment, spare parts, building materials and supplies.
- I ssue instructions at site, record variances, supervise and record measurements of work taken with respect to work progress and progress payments.
- Support in drafting SOPs and guidelines pertaining to facilities management activities.
- Perform other duties as assigned by the supervisor or the Chief of Section/Unit.
Education
- High school diploma or equivalent is required.
Work Experience
- At least eight (8) years of progressively responsible facility management experience in the maintenance and operation of building facilities or construction project implementation in a private, commercial, field or military environment, including at least two years of supervisory responsibility is required. At least one (1) year experience as Facility Planner in Umoja Real Estate module is required. At least five (5) years working experience of AutoCAD is required. Experience in international operations in a post conflict environment is desirable. At least three (3) years experience in managing environmental protection and quality control is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic (both oral and written) is required.
