The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. This position is located in the Facilities Management Unit (FMU), within the Division of Administration (DA) of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), Bangkok, Thailand. The incumbent reports to the Chief of Facilities Management Unit.
Responsibilities
Under the direct supervision of the Chief, Facilities Management Unit, the Facilities Management Officer oversees the work of the Building Management Sub-Unit (BMSU) pertaining to the operations and maintenance of the buildings infrastructure and facilities to ensure their overall functionality and efficiency and keep the buildings operational on day-to-day basis. Within delegated authority from the Chief of Facilities Management Unit, the Facilities Management Officer will carry out the following duties: • Manages the maintenance, repair, installation, and construction of building infrastructure, building systems, building services, both installed, replacement and new. • Coordinates maintenance services of installations, systems, and equipment throughout the complex. • Prepares scopes of work and technical specifications including engineering drawings, bill of quantity and cost estimates for construction/modification/alteration works taking into consideration all relevant building codes for construction, health and fire safety. • Carries out technical evaluation of offers and, after contract has been awarded to successful contractor, supervise, coordinate, and monitor implementation of contract and progress of work to ensure compliance with drawings and specifications and determine justification for technical changes to the contract and prepare progress reports. • Develops standards for existing and future facilities related services and guidelines for the ongoing management of the buildings and associated services. • Ensures the delivery of responsive and effective service related to facilities to building tenants, addressing needs and concerns. • Manages client service requests and implements policies and procedures related to facilities operations to maintain positive client relationships and enhance the well-being of building occupants. • Contributes to implementation, involving strategic planning and the integration of environmental practices to ensure that the facilities operate in an environmentally responsible and sustainable manner. • Liaises with Security and Safety Section (SSS) for fire safety inspections of the premises, reports and investigate accidents and recommends correction of safety or fire hazards and implements improvements based on the findings to ensure compliance and enhance overall safety standard. • Liaises with Occupational Safety and Health (OSH) for safety inspection of building infrastructure and facilities, reports and investigates incidents and recommends corrective action of safety and hazards, and implements improvements based on findings to ensure compliance and to enhance overall safety standards with ESCAP’s commitment to OSH as part of its core initiatives. • Liaises and engages with various local authorities in discussion, negotiation and deliberation in matters relating to facilities for smooth operations of the buildings. • Identifies common issues and best practices, make strategic recommendations, and develop plans to achieve objectives and increase efficiency. • Drafts responses to the board of auditors, OIOS and Joint Inspection Unit on audit-related issues and additional information requests on construction and common service subjects/studies as required. Monitor the implementation of internal and external audit recommendations. • Prepares status reports, briefing papers, updates and ad-hoc reports on status of the various stages of the planning, design, construction, environment, safety-related projects and common-service aspects of the programme as required, communicating findings, recommendations, analysis and concepts to the Chief of Unit as appropriate. • Assists in the implementation of work plan of the Unit and in managing the resources and participate in the preparation of yearly budget and spending plan of the Unit. Ensure that all financial goals are met. • Supervises 15 general service staff of the Unit, 102 full-time outsourced staff and multiple contractual service personnel to undertake the day-to-day operations of a 100,000 sqm high-rise building and conference centre. • Facilitates specialized needs for special events of special construction and operational issues. • Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in facilities management, engineering, or other related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Work Experience
A minimum of five years of progressively responsible experience working in facilities management or related fields is required. A minimum of five years of work experience in the area of facilities management for high rise office or commercial buildings in a supervisory role is required. Experience working with United Nations’ Enterprise Resources Planning (Umoja) is desirable. Experience working in the United Nations Common System or other international organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and in Thai is required. Knowledge of another official United Nations language is an advantage.

Candidates for this position must be Thai nationals. Appointment against this post is on a local basis; candidates shall be Thai nationals and will be recruited in the country or within commuting distance of the ESCAP office. If no suitable local candidate is identified, Thai nationals residing elsewhere may be considered, in which case the candidate would be responsible for any costs related to travelling and relocating to Bangkok in the event of an employment offer.
