JOB DESCRIPTION AND POSITION REQUIREMENTS:
We are searching for a Facilities Operations and Maintenance Division Head to join our Engineering Services Office at the Applied Research Laboratory (ARL) at Penn State University. ARL’s purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC).
The successful candidate will manage the ARL Physical Plant daily operations. You will be a member of the ARL Engineering Services leadership team, supporting agility in research with strategic stewardship.

You will:
- Be responsible for maintaining physical plant operations in support of the ARL $400M research annual portfolio across 900,000 SF, 27 sites, and six states.
- Responsibilities include management of team that delivers janitorial, work order response, preventative maintenance, major maintenance program, general labor, trucking, space management, design standards, building engineering support, facility asset management, utility services over site, and other services required to support the ARL physical plant.
- This division head and their planning team will be a key stakeholder for capital investment planning. Participating in business case, concept evaluation, scope determination, operational feasibility confirmation, budget prioritization, transition to occupancy, and final active research operations.
- Be responsible for the supervision and tasking of operations and maintenance staff (5) and technical service union (38) employees support daily operations.
- Position will be responsible for tracking and reporting on annual operations budget of approximately $11M, with additional collaboration on major maintenance and capital priorities.
- Budget management and integration with Business Services to correctly report, contract, and project physical plant operation and maintenance costs.
- Ensure industry best practices for physical plant operations and maintenance to provide fully operational space that meets the needs of research projects.
- Require ARL cross unit collaboration with security, ITS, special projects, and other enterprise and research groups.
- Ensure compliance with PSU policy with regard to facilities operations and maintenance activities.
- Integrate with ARL Facility Project Delivery in strategic planning, procurement strategy, and daily project delivery operations.
- Coordinate training requirements with internal and external partners.
- Establish operational cadence with PSU OPP Work Control Office to maximize maintenance support while maintaining necessary information security and site safety and quality.
- Ongoing coordination with ARL Enterprise and Research Offices to anticipate necessary facility major maintenance, updates, and design standards to support emerging research.
- Support Enterprise and Research Office level facility master planning efforts to ensure operations and maintenance budget is anticipating future needs and enabling research growth in the most cost-effective manner.
- Maintain reporting and information resource structure to provide clear communications with building occupants. To include regular updates on changing priorities, occupant impacts, and other ongoing operational details that create an efficient research environment.
- Participate in leadership reporting structure by physical plant condition assessments, major maintenance program plans, and operational status for strategic research planning, coordination of occupants, prioritization of work, and establishing management of reliable customer promises.
- Over site of daily logistics for ensuring operations of ARL facilities in compliance with Penn State policy. Align risk profile and occupant expectations while maintaining information and physical security in accordance with Lab security needs. Coordinate work with security team to increase efficiency and maintain security standards required by sponsors.
- Maintain outreach with peers to benchmark ARL operations and ensure efficiency to our sponsors.
Required skills/experience areas include:
- 8+ years of relevant experience
- Ability to obtain security clearances
- U.S. Citizenship
- Bachelor’s Degree
- Comprehensive knowledge of facility operations and maintenance
- Experience collaborating and establishing high quality communications in a complex business organization
- Successful history with budget tracking, projections, and facility operations planning
- Understanding of operations and supervision in a Union environment
Preferred skills/experience areas include:
- 3+ years of supervisory experience
- Proven track record of prioritizing high quality communication, teamwork, and reliable promises in a complex operational environment
- Preparation, proposal, and presentation of complex issues for executive decision making
- Comprehensive knowledge of facilities operations and maintenance in secure DoD environment across multiple security levels
Your working location will be fully on-site, located in State College, PA.
