Organizational Setting
Food and Agriculture Organization of the United Nations (FAO) in Timor-Leste aims to assist the Government of Timor-Leste to develop policies, programmes and projects to achieve food security, reduce hunger and malnutrition, help develop the agricultural, fisheries and forestry sectors, and use environmental and natural resources in a sustainable manner.
Timor-Leste mangrove area has decreased substantially from 9,000 hectares to less than 1,300 hectares, representing close to 90% reduction, thereby reducing the related mangrove ecosystems services including resilience from climate change. The Government of Timor-Leste has requested FAO’s technical assistance towards rehabilitation, restoration and sustainable management of mangrove forests, including enhancing the livelihoods of coastal communities that depend on mangrove resources. The project will focus on enhancing knowledge and capacity, shaping, investment for restoration, building monitoring mechanisms, improving community engagement, and catalyzing the scaling up of mangrove restoration and conservation based on the experiences in the country, including the pilot interventions through the TCP.
The assistance of a Mangrove Restoration Expert is needed to support the implementation of the project. This is for i) designing of participatory M&E tools for tracking mangrove biophysical status; ii) building capacity of stakeholders (ToT) on participatory M&E tool; and (iii) supporting the review of project deliverable such as training materials on mangrove restoration, National Mangrove Investment and Restoration Plan.
Reporting Lines
Mangrove Restoration Expert will work under the overall supervision of the FAO Representative to Indonesia and Timor-Leste, the day-to-day supervision of the Assistant FAO Representative (Programs) and the technical guidance of Lead Technical Officer at RAP and in collaboration with National Climate Change and DRR Coordinator, and the National Mangrove Restoration Expert. The incumbent will also work closely with the government, particularly the Ministry of Agriculture, Livestock, Fisheries and Forestry and the project beneficiaries.
Technical Focus
The Mangrove Restoration Expert shall support the designing of participatory M&E tools for tracking mangrove biophysical status, development of training materials on mangrove restoration and support formulation of the National Mangrove Investment and Restoration Plan and the Mangrove and Coastal Resilient Livelihoods project concept note.
Tasks and responsibilities
Specifically, the incumbent will perform the following tasks:
• Support design participatory M&E tools for tracking mangrove biophysical status
• Support capacity building of stakeholders (ToT) on mangrove participatory M&E tool
• Support building capacity of selected community members and youths in participatory M&E tracking tools
• Support review of project deliverables such as Training Materials on Mangrove Restoration, Mangrove Investment and Restoration Plan and the Mangrove
• Support formulation of Mangrove and Coastal Resilient Livelihoods project concept note
• Participate in compilation and dissemination of knowledge and lessons learnt.
• Perform other tasks assigned by the FAOR.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in Forestry Management
• Minimum five (5) years of related work experience in forestry management, particularly in mangrove restoration and conservation
• Full proficiency/Working knowledge of English

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Relevance and extent of experience in technical cooperation’s related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes;
• Relevance and extent of experience in working with inter-governmental bodies and multidisciplinary teams;
• Relevance and extent of experience in developing climate information and early warning systems, particularly in the agriculture sectors, agro-meteorological services, and other technical cooperation’s related activities;
• Relevance and extent of experience working with a range of agencies – government agencies at all levels, scientific/research organizations, development partners and NGOs/CSO;
• Understanding of and experience working with governments of developing countries in Asia-Pacific as an advantage
Selection Criteria
• Experience in developing participatory M&E tools in forest monitoring and conservation
• Experience in development of investment plans for forest or mangroves
• Demonstrated ability to work as a team, take initiatives and ability to deliver results within deadlines
