Main purpose of job:

The Country-Based ILO will support the delivery of UK-funded capacity-building and intelligence gathering programmes of activity in Peru, with a focus on customs and border enforcement. This project-based role will involve managing stakeholder relationships, gathering operational intelligence and coordinating activities between UK teams and Peruvian government institutions.

The ILO will be embedded within the British Embassy team and contribute to broader Home Office International Operations (HOIO) objectives. The role requires high levels of integrity, discretion, and adaptability, and offers opportunities for professional development through training in intelligence, project management, and international liaison.

Roles and responsibilities:

1 – Project Management and Delivery (35%)

• Support the planning and implementation of capacity-building projects.
• Maintain project documentation, including budgets, activity plans, and reports
• Monitor progress and ensure alignment with programme objectives.
• Assist in procurement and compliance with UK and local standards.

2 – Stakeholder Engagement and Relationship Management (30%)

• Build and maintain relationships with Peruvian government institutions, and other key partners.
• Facilitate communication between UK stakeholders and Peruvian counterparts.
• Prepare briefings, reports and attend meetings/workshops.
• Respond to stakeholder enquiries and support strategic engagement.

3 – Intelligence Gathering and Operational Support (20%)

• Collect and analyse intelligence related to customs and border operations.
• Support investigations and contribute to reporting and strategic planning.
• Liaise with UK and regional teams to share insights and inform decision-making.

4 – Communications and Reporting (10%)

• Draft reports, updates, and other communications.
• Contribute to weekly and monthly reporting.
• Support internal and external visibility of programme impact.

5 – Team and Embassy Support (5%)

• Represent HOIO at post and support embassy activities.
• Provide cover during absences and contribute to team objectives.

Resources managed (staff and expenditure) 

• May manage small project budgets and procurement processes.
• No direct line management duties but may supervise interns or temporary staff.

Learning and development opportunities (if any)

• Opportunity to gain accreditation through the Intelligence Professionalisation Programme (IPP).

Essential on arrival:

• Experience in project management and stakeholder engagement.
• Strong communication and interpersonal skills.

• Experience in working in international cooperation or law enforcement environments.
• High level of integrity and discretion.
• Proficiency in Microsoft Office tools.
• Willingness to travel domestically and internationally.

Language requirements:

• Expert in English & Spanish.
• While stakeholder and key partner engagement will primarily be in Spanish, the job holder will be expected to liaise with embassy and UK based colleagues in English, both spoken and written.
