The Philippine Red Cross has been at the forefront of disaster response and preparedness in the country. With its extensive network, experience, and capacity, the organization is well-positioned to lead this pioneering effort in anticipatory action. By conducting this feasibility study, the Philippine Red Cross aims to build a robust, evidence-based framework that can serve as a model for disaster-prone regions in the Philippines and beyond. The study’s findings will be instrumental in guiding the development of the EAP, ensuring it is grounded in scientific data, stakeholder input, and practical considerations.
The main objective of the feasibility study is to assess the viability of implementing an EAP for volcanic hazards in the Philippines. Specific objectives include:
- Evaluate historical data and impacts of volcanic hazards in the Philippines.
- Review the legal and policy framework, along with other regulatory requirements, governing the volcanic hazard management.
- Identify and map key stakeholders on volcanic hazard preparedness and response.
- Analyze exposure and vulnerability of populations and infrastructure relative to different volcanic hazards, within and beyond the permanent danger zone.
- Assess the alignment of scientific or forecasting capabilities of relevant institutions, coordination and communication mechanisms relative to volcanic hazards.
- Determine appropriate triggers and early actions in response to volcanic hazards.
- Provide recommendations for the development of the early action protocol for volcanic hazards.

Qualifications and Experience
The firm or team of consultants selected for this study shall have the necessary qualifications, experience, and technical expertise to deliver a comprehensive and high-quality feasibility study. The team must demonstrate a strong background in disaster risk management, particularly in addressing volcanic hazards and anticipatory action. They should have a proven ability to conduct complex analyses, facilitate stakeholder engagement, and deliver actionable recommendations tailored to the Philippine context.
- Educational Background:
- Relevant degree in Disaster Risk Management, Environmental Science, Geology, Seismology, or a related field.
- Advanced degree is preferred.
- Experience:
- At least 5 years of experience in conducting feasibility studies on disaster risk management, anticipatory action, or related fields.
- With proven experience in working with volcanic hazards and early warning systems.
- Previous experience in the Philippines or Southeast Asia is highly desirable.
- Familiarity in anticipatory action concepts operationalization, impact-based risk financing, lifesaving, and asset and livelihood protection is preferred
- Technical Skills:
- Strong analytical and research skills.
- Proficiency in data collection methods, including surveys, KIIs, FGDs, and secondary data review.
- Theoretical and practical knowledge and skills in disaster risk management and anticipatory action is highly desirable
- Ability to analyze complex data and produce clear, concise reports.
- Excellent written and verbal communication skills.
- Ability to facilitate workshops and engage with diverse stakeholders.
- Proven ability to work collaboratively with government agencies, NGOs, and local communities.
