GENERAL DESCRIPTION: 

The Wyoming Game and Fish Department seeks a Fence Program Manager based in Pinedale, WY.  This position will be responsible for fence inventories and overseeing all aspects of wildlife-friendly fence projects to either remove fences or convert them to configurations more suitable for wildlife. This work will expand upon an already highly productive program with funding in hand, established partnerships, and landowners eager to conduct projects.  Extensive presence in the field is necessary across a large area ranging from the Upper Green River Basin to the Red Desert in Carbon, Fremont, Sublette, and Sweetwater Counties.  This position will administer contracts and agreements to complete fence projects, track budgets to adhere to grant and agreement terms and conditions, and routinely seek project implementation funds through grant acquisitions.  This position will require the development of working relationships with other Game and Fish employees, state and federal agency personnel, local landowners, sportspersons, and non-governmental organizations to identify and implement fence improvement projects across all land ownerships within priority wildlife habitats.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

• Inventory existing fences within the project area and utilize these data to prioritize fences for modification, removal, etc.
• Coordination of fence modification projects, including managing contracts/grants/agreements to facilitate project implementation, and certifying final fence installations, modifications, removal, etc. in the project area.
• Develop organized work schedules.  Plan and budget to accomplish project and WGFD Strategic Habitat Plan goals.
• Ensure fence project invoices are submitted in a timely manner and follow fiscal policy.
• Seek funding for fence modification projects in cooperation with partners and stakeholders, including USDA Farm Bill programs.
• Organize and lead volunteer projects for fence removals, modifications, and installation of fence crossing structures.
• Represent the Department at intra- and inter-agency meetings and coordinate fence projects in the project area.
• Compile, edit, and disseminate reports and information.
• Regularly inspect ongoing projects to ensure compliance with project specifications.
• Respond to landowner requests and assist private landowners and public land managers in obtaining project funding.
• Work early morning/late evenings and possibly weekends.
• Work with minimal supervision in remote locations, difficult terrain, and in all types of weather for extended periods of time.

Qualifications

PREFERENCES/**AGENCY REQUIREMENTS: 

Preference may be given to those with a bachelor’s Degree in wildlife, range, ecology, biology or closely related field, PLUS 2 years of professional work experience in wildlife habitat, fence ecology, or rangeland management.

 **Must have a valid driver’s license

KNOWLEDGE: 

• Strong written and verbal interpersonal communication skills.
• Knowledge of migration ecology and the risks that pose threats to the movement of wildlife across the landscape.
• Knowledge of wildlife conservation/management principles, habitat requirements and life histories of various wildlife species.
• Understanding of different fence types, materials, installation techniques, and construction methods.
• Knowledge of rangeland management practices.
• Ability to manage projects with minimal supervision and work independently.
• Experience working alone in remote locations and navigating with the use of a handheld GPS, OnX or other mapping applications such as Avenza or Field Maps.
• Ability to work with a variety of stakeholders on a daily basis to implement fence projects across all landownerships.
• Identifying and resolving problems that may arise during project execution.
• Knowledge of computer software packages and experience working with ArcPro.
• Experience in using, manipulating and digitizing GIS or KML data for the purpose of creating maps, final reports and project identification.
• Experience in writing grant proposals to acquire project funding.
• Familiarity with USDA Farm Bill programs.
• Skilled in the operation of 4×4 vehicles, ATVs, snowmobiles, and the proper use of trucks and  trailers in all types of road and environmental conditions.
• Ability to lift 50 lbs.or more.

PHYSICAL WORKING CONDITIONS:

• The position requires lifting heavy objects and strenuous physical exertion at times.
• Be able to work in various weather conditions and environments.
• Work away from the duty station for multiple days will be necessary.
• Remote camping on project locations may be necessary at times.
• Must be able to work all days of the week and varied work hours, including weekends to lead volunteer efforts, evenings and late nights.
• Ability to safely operate motorized equipment, including 4×4 pickup trucks, ATVs, and snowmobiles.
