Field Associate

Organizational Setting and Work Relationships
The Field Associate is normally supervised by the (Senior) Field Officer or Head of Office and performs a variety of functions related to Field activities within the office. The supervisor defines general work objectives and provides necessary advice and guidance. The Field Associate may supervise some General Service support staff.
The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs; to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization.

They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
– Monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
– Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
– Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
– Keep regular contacts with local authorities and implementing partners as requested by supervisor.
– Act as interpreter when required.
– Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.
– Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
– Inform and act on the reports received on persons of concern within the refugee community or from the local authorities.
– In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
– Negotiate with local authority counterparts, partners and populations of concern.
– Represent UNHCR in physical monitoring of projects.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
– Perform other related duties as required.

The supervisor defines general work objectives and provides necessary advice and guidance. The Field Associate may supervise some General Service support staff. The incumbent keeps frequent internal contacts with staff members in the same duty station and in Galati Field Office to exchange information, to establish understanding of respective needs; to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization.

Desirable Candidate Profile
Desired Candidate should have prior experience in humanitarian sector, including the identification of protection risks, the provision of protection and humanitarian assistance. Conducting needs assessment, capacity building initiative, protection and border monitoring and implementing cash based intervention are also considered desirable competences. Good abilities in monitoring UNHCR’s projects (direct implementation and implemented through partners) will be an added value. The candidate should have good planning, analytical, reporting and communication skills including coordination with relevant stakeholders such as NGOs, government, and UN Agencies. He/she should also be experienced in working within and with multi-functional teams, sector leads, partners, forcibly displaced people to ensure participation of relevant stakeholders in all phases.

Remuneration:
In case of appointment, a competitive compensation and benefits package is offered.
G6 – Salary range: NET 8,652.86 RON – NET 10,969.84 RON.

Benefits:
Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).

Pension system: Staff members holding a fixed-term appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).

Health insurance plan: locally recruited staff members in Romania will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.

By 18 February 2023, more than 2.8 million refugees from Ukraine had arrived in Romania. Prior to this, Romania was hosting some 4,000 asylum-seekers and refugees, with 10,000 persons being the largest number to arrive in a single year. The number of refugees arriving from Ukraine is therefore at an unparalleled scale for the country. Governmental coordination structures have been activated for the emergency and protection response. The emergency response has relied and built on coordination structures established for the COVID-19 pandemic, while the protection response is structured around thematic working groups.

UNHCR coordinates the response of UN agencies and NGOs in support of the Romanian Government, with inter-agency co-leads attending government-led working groups to inform the humanitarian response in alignment with and supporting governmental agencies. The Romania chapter of the RRP represents the commitment of 32 partners including UN agencies, and international and national NGOs to work jointly and through a coordinated sectoral structure on the complex challenges affecting refugees from Ukraine and the host communities in line with the Refugee Coordination Model.

Living and Working Conditions

Constanta is a family duty station with H classification located at the crossroads of Central, Eastern, and Southeastern Europe. It borders Bulgaria to the south, Ukraine to the north, Hungary to the west, Serbia to the southwest, Moldova to the east, and the Black Sea to the southeast. The official language in the country is Romanian with English as official UN working language.

Romania has a temperate-continental climate and four different seasons with temperatures varying throughout the year:

  • Spring: (from March to May; mild)
  • Summer: (from June to August; usually torrid and dry)
  • Autumn: (from September to November; rainy season)
  • Winter (from December to February; quite harsh with frequent snowfall).

Romania has a well-established public transportation network. The most common way to travel within the city is by taxi, bus, tram, or metro. Online taxis application is commonly used in the city. Trains are almost available to/from all major cities. The major international airport in Bucharest, Romania is Henri Coanda (IATA: OTP) International Airport. Major streets in larger cities and major inter-city roads are generally in fair to good conditions.
