About Bahar:
Bahar Organization is an independent non-profit and non-governmental organization that provides humanitarian aid to vulnerable people without any discrimination in all its forms. BO is operating to respond to the needs and basic requirements of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict the basic principles of BO’s activities are to enhance the basic living standards of the affected population by delivering humanitarian aid based on the needs.
Purpose of Position:
A Field Human Resources Manager is a professional who completes administrative duties for the field human resources department of Bahar organization for the field operations in the area. They assist HR Managers, in HQ, with recruitment, maintain employee records, assist with payroll processing, and provide administrative support to all field employees.
Job Duties and Responsibilities:

An efficient, cost-effective department system that meets organization, donor and host government regulations is in place to meet the needs of Bahar.

Establish the strategy for HR within the framework of Bahar’s organization strategy and operating model.

Provide and promote strong leadership, management oversight, commitment, and accountability within the field Department staff and other staff.

The department has a monitoring system that includes timeliness, transparency and innovation in meeting organisation needs while adhering to Bahar, donor, and host country regulations.

Plan and coordinate recruitment with concerned parties and conduct HR orientation for new hires.

Interview and assist in the selection of candidates for key positions.

Managing staff contracts, extensions, and changes of statuses in adherence to personnel policies and ensuring compliance with labor laws.

Recruitments facilitated and completed in a timely manner and orientation conducted for new employees.

Effective contracts management (issuance, probationary reviews, extensions, notices).
-
Personal files and database maintained and managed.
-
Maintain up-to-date leave tracking, and timesheets tracking records for staff.

Follow up all performance management evaluations, ensuring that this is done in a timely and professional manner.

Prepare and submit accurate data on the monthly staff payroll.

Coordinate salary merit increments for payroll.

Conduct and / or participate in surveys of similar organizations to ensure Bahar has competitive compensation and benefit plans.

Plan with the HQ, and key field managers on the training and development plans for their respective departments and staff.

Performance management system is developed, and reviews conducted on a regular basis.

Effective payroll administration (salary paid accurately/timely).

Salary survey report with recommendations and follow through.

Oversee staff support policy, employee relations, and grievance management.

Develop and maintain a complaint system and conduct inquiry committee meetings.

As a member of the Senior Management Team, advise SMT on staff care components when there are incidents and their implication for Bahar programs.

Employee relations/conflicts/disciplinary issues resolved formally and informally.

Crisis situation staffing issues are managed effectively.

Oversee the preparation and management of departments budgets, and ensure the policies, procedures and practices align with Bahar expectations, requirements, and obligation.

Reports demonstrate that Department operations are transparent, efficient, and cost effective.

Engage in the identification and recruitment of staff, with appropriate JDs in place.

Develop the capacity of staff in the Department by working closely with Human Resources Department on staff development through effective coaching, mentoring and performance management processes.

Talent development practices are implemented in line with Bahar performance management processes.
Academic Qualification/s and Professional Experience:

University Degree in management, human resources, administration, or related fields.
-
Work Experience: 3-5 years of experience in HR including recruitment, performance management, training and development and HR administration/ NGO experience is preferred.

Previous experience in NGOs / INGOs in senior HR management roles such as HR Manager.

Strong sense of personal integrity.

Ability to improvise flexibility, cultural and environmental sensitivity.
Work Environment and Conditions:

Willingness to work in a location different from what stated in the contract.

Willingness to work for extra hours as necessary.
Evaluation Criteria

Periodic reports submitted to the direct supervisor.

Monitoring and evaluation processes conducted by the HR manager.

Reports of attendance, absence, and professional compliance submitted by HR manager.
