Bahar Organization is an independent non-profit and non-governmental organization that provides humanitarian aid to vulnerable people without any discrimination in all its forms. BO is operating to respond to the needs and basic requirements of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict the basic principles of BO’s activities are to enhance the basic living standards of the affected population by delivering humanitarian aid based on the needs.
Scope of the role:
The primary objective of this role is to lead efforts to ensure the quality and accountability of projects implemented by Bahar.
The Field MEAL Manager will employ his/her significant experience and innovative ideas to take charge of MEAL system implementation, review and evaluations, and recruitment processes, as well as providing support for log frame development. This role will be responsible for ensuring that all projects undertaken by Bahar maintain high standards of quality, effectiveness, and appropriateness.
Based in: NES / Ar-Raqqa.

Staff reporting to this post: MEAL Officers, Accountability Officers.
Responsibilities:
MEAL System Design:
- Lead the development and oversee the implementation of the MEAL system on the filed level, ensure accountability to donors, beneficiaries and various stakeholders.
- Maintain strong relationships with colleagues and provide the necessary support to ensure understanding and endorsement of the MEAL system at the field level.
- Ensure good coordination with the filed programme team and other departments is maintained.
- Collaborate closely with field program teams to integrate MEAL as a fundamental component of project implementation, thereby enhancing quality, accountability, management, and impact.
Reporting:
- Document good practice examples and challenges of monitoring and accountability.
- Document lessons learnt and recommendations.
- Identifies and introduces innovative components, such as systems, tools, and processes, necessary for enhancing the MEAL system on the field level. Oversees the management of these developments, coordinating efforts among Filed MEAL team members.
- Responsible for ensuring the timely production of MEAL reports and meeting data requirements with high-quality information, including monthly and quarterly reports and data on total direct and indirect reach.
- Regularly receive field monitoring and accountability reports from field MEAL Officers. Ensure that MEAL plans and system are integrated into these reports and are consistently followed up on and reviewed.
- Ensures external accountability to donors through the implementation of timely and quality MEAL activities leading to timely and accurate reporting.
Staff Management, and Development:
- Lead the MEAL team responsible for Bahar’s intervention in NES, fostering collaboration and unity among MEAL members across various projects in NES.
- Supervise the recruitment process for suitable MEAL staff in NES.
- Ensure the effective operation of the MEAL system, provide the necessary support and resources to the team, and establishing clear communication channels between filed MEAL and other NES departments.
- Provide assistance to the MEAL team, offering managerial oversight and troubleshooting in case of obstacles.
- Establish clear expectations, offer guidance, and provide technical assistance as necessary to enable MEAL staff to fulfill their responsibilities effectively.
- Evaluate and manage the performance of direct reports within the MEAL unit through performance assessments, coaching, mentoring, and facilitating training and development opportunities.
- Develop and administer a comprehensive MEAL training program at the field level, aiming to enhance the capacity and understanding of MEAL among all staff.
Qualifications

A degree in social development, computer science, data management, engineering, statistics/research methods, or equivalent.

Proficiency in MS Office Applications (Word, Excel…)

Must be able to maintain the highest level of confidentiality regarding work-related information and data.

At least three years of work experience as a manager.

Experience in a similar job title or equivalent of not less than one year.

Experience in data collection, analysis and data management.

Excellent computer knowledge with command of MS Excel, MS Word, and Power-Bi.

Performance / relationship with the NES Program Director and Programs Director.

Management performance based on feedback from department staff.

Technical performance of department based on internal and external feedback, evaluations, especially from donors and partners.

Ability to demonstrate success in meeting responsibilities included in the JD for this position.
