Field Medical Coordinator – National – Lebanon- North of Lebanon

Job Profile

Under the supervision and guidance of the Health Coordinator, the Field Medical Coordinator is responsible for providing clinical and technical mentoring, supervision, and support to RI ‘supported Primary Health Care Centers (PHCCs). The role ensures that all PHCC activities are implemented in accordance with Ministry of Public Health (MoPH) and WHO quality standards. The Field Medical Coordinator works closely with program teams to strengthen the quality, integration, and effectiveness of PHCC services.

Key responsibilities

Accountability and Complexity

• Provides solutions to problems in situations that are non-typical or infrequently occurring based on practice and existing precedents.

• Most decisions will be process driven, with the incumbent comparing a situation against previously known circumstances or a set of guidelines in order to decide the right outcome.

• The role exercises professional judgment within established technical standards, procedures and precedents, rather than developing entirely new organizational approaches.

• The position requires a high level of independence and problem-solving skills

• The job holder will have some decision-making authority within the scope of his/her job description; however, he/she needs to discuss decisions with the health coordinator.

• The job holder needs to have a high level of communication skills and teamwork capacity

• The job holder needs to have an excellent attention to detail and work organization

Health Facilities Supervision

• Ensure the implementation of the LPSP components at supported PHCCs in line with MoPH policies and guidelines.

• Review and approve requests for diagnostic tests, ensuring rational use in line with MoPH guidelines, and monitor prescription practices.

• Engage directly with physicians to review MoPH and WHO clinical guidelines and discuss patient management and treatment plans as needed.

• Monitor the quality of services at supported PHCCs in coordination with RI health teams, and identify gaps in accordance with MoPH standards.

• Ensure completeness and quality of medical documentation, including medical records and HIS, and provide guidance to healthcare providers to improve documentation practices.

• Monitor early warning systems for disease outbreaks in coordination with the health team, and support timely investigation and response to communicable disease alerts.

• Collaborate closely with RI pharmacists to monitor prescriptions, promote rational use of medicines, and ensure efficient and effective service delivery.

• Plan and conduct regular field visits in coordination with the Program Coordinator, ensuring alignment with the work plan and contributing to its regular update.

• Provide technical input to the Operations team on the procurement of medical supplies, equipment, and consumables.

• Follow up on the daily implementation of project activities and flag operational or clinical challenges to the Health Coordinator.

Coordination and Reporting

• Report regularly to the Health Coordinator on implementation progress, key achievements, and challenges affecting service delivery.

• Ensure timely escalation of any delays, risks, or compliance issues, and contribute to the identification and implementation of corrective actions.

• Support coordination with MoPH, PHCC management, and relevant stakeholders to ensure alignment with national strategies and continuity of care.

Person Specification

Essential criteria

• Medical degree/ License to practice medicine in Lebanon

• Minimum three years of relevant post-qualification clinical experience, including at least one year in primary healthcare, public health, or humanitarian health programming

• Has knowledge of MOPH primary health care network.

• Share the humanitarian mission of the organization

• Have knowledge of essential services at primary health care, including sexual and reproductive health, integrated management of childhood diseases, and integrated management of childhood diseases, communicable and non-communicable diseases.

• Knowledge of local and cultural thoughts, behaviors, and attitudes towards maternal and reproductive health

• Ability to establish a confidential relationship with PHC coordinators (MOPH) and Physicians at cadastral level in his/her area

• Ability to represent RI in meetings and workshops

• Knowledge of best practices for prevention, diagnostic and treatment methods

• Excellent communication and interpersonal skills

• Self-motivated and initiative taker

• Fluency in Arabic required with excellent levels of written and spoken English.

• Good report writing skills.

• Excellent skills related to Microsoft Office, including MS Word, Excel, PowerPoint, and Outlook.

Desirable criteria

• Previous work experience in the humanitarian sector is desirable (local or international NGOs)

• Previous experience in emergency context is desirable
