Role and responsibilities
The purpose of the Field Office Team Leader is to run the day-to-day support functions at the Shostka Field Office (FO).
The following is a brief description of the role.
Generic responsibilities
Manage support staff at field office level
Manage day to day HR & Admin, Finance, and Logistics of the field office
Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines
Coordinate and assist with budgets and costs for the field office’s shared costs and support functions
Provide support in the training and development of staff
Provide support to project implementation at field office level
Coordinate representation meetings with partners and local authorities
Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities
Under the direct supervision of the Area Support Manager (ASM) and the overall leadership of the Area Manager (AM), oversee the setup of the NRC field office in Shostka
In close coordination with Kyiv-based coordinators (Finance, Procurement, Logistics, HR & Admin and HSS), ensure that NRC Support procedures, rules and regulations are adequately and timely implemented in the NRC field office in Shostka
Facilitate effective integration between support departments and regular coordination between FO support departments and visiting programme teams from Chernihiv and Kyiv
Organize and facilitate regular team meetings in the field office
Under the close supervision of the Area Manager and HSS Coordinator, represent NRC externally in Shostka and liaise with local authorities (oblast civil-military administration, hromada administrations, etc.), UN agencies, other NGOs and support the teams in day-to-day access negotiation as per needs
Day-to-day approval of travel and leave requests for support staff in the field office and monitoring of daily attendance
Attend to any other tasks that will be assigned by the ASM or the AM.
Critical interfaces
Support function: HR, Finance, Procurement and Logistics Coordinators at area level
Programmatic operations support: CC Project Managers and Coordinators at area and field levels
Security: Security Coordinator at area level
Competencies
1. Professional competencies
Previous experience from working in support functions in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Previous management experience
Documented results related to the position’s responsibilities
Fluency in Ukrainian and Russian, both oral and written
Working level in English, both written and verbal
Good knowledge of the Ukrainian context, specifically Northern Sumska Oblast, and political dynamics
