ROLE PURPOSES
The Field Officer in Timor-Leste is responsible to support the implementation of ICRC programs and activities in Timor-Leste, as well support for the follow ups and tracking of the Finance and Administrative task based on the ICRC financial and analytical accounting and for reporting of the ICRC.
ACCOUNTABILITIES AND RESPONSIBILITIES
Program Development/Implementation
- Organizing dissemination activities and workshops/seminar on IHL and universal humanitarian principles and in Timor-Leste, including preparing materials and producing reporting.
- Contributes to developing and consolidating the ICRC’s network of contacts within the stakeholders and movement partners of the Red Cross and Red Crescent.
- Support Dili mission office in drafting the related strategy and integrating it into the annual planning exercise, in compliance with the main operational priorities.
- Contributes to internal reporting, and planning and carries out field mission-related administrative follow-ups and program implementations in the fields.
- Support the good collaboration and cooperation with the National Society and Movement partners including building good networking and approach within the CVTL branches.
Administrative and Finance
- Ensure compliance with statutory reporting requirements (i.e., taxes and social security, etc) and regularly assess the financial reporting and situation of the Regional Delegation.
- Overseeing and following up on the administrative tasks and maintaining and monitoring on logistical support for the office in Timor-Leste.
- Prepare and ensure that all the meetings, invitations and visits are well organised in collaboration with relevant departments.
Required knowledge and experience:
- At least three (3) years of responsible experience in general program management, finance/accounting and administration.
- University degree/diploma, preferably law, political science; business administration, finance, management, or international relations.
- Previous relevant experience with the program development/implementation is an asset.
- Good knowledge of International Red Cross and Red Crescent movement and its universal humanitarian principles.
- Able to work in Dili and travel through Timor-Leste.
- Fluent in both oral and written communication in English, Tetun, Bahasa Indonesia, and basic knowledge of Portuguese.
- Computer-literate: keyboard skills, good knowledge of MS Word, presentation tools, Internet.
