Background 

The ongoing Russian war on Ukraine has caused tremendous loss of life and livelihoods, mass internal and external displacement, widespread destruction of urban areas and damage to critical infrastructure The presence of landmines and other explosive ordnances (EO) is adversely impacting on civilians’ lives, restricting agriculture, inhibiting basic sustenance activities and disrupting essential infrastructure and services in many parts of Ukraine. According to the National Mine Action Authority (NMAA), an estimated 156,000 km2 of Ukraine’s territory (it’s about 30 % of country’s area) has been affected by conflict and may be contaminated with EO. OHCHR reports show that there were more than 1100 civilian casualties related to EO incidents since the February 2022.

Within the framework of the Energy and Environment Portfolio, UNDP is already engaged in a number of integrated mine action activities directly relevant to the work outlined in the request by the Government. A series of projects have been launched to ensure safe human mobility and access to essential goods and services for humanitarian support. One of the projects’ interventions is focused on release the land and damaged structures / buildings from EO applying all reasonable effort to identify, define, and remove all presence and suspicion of EO through non-technical survey, technical survey and clearance. The technical and management support that require mine action interventions is being provided by group of mine action specialists engaged under funds of UNDP Mine Action Project (MAP) in Ukraine. 

In this context UNDP MAP now seeks to recruit a highly qualified and experienced national specialist in humanitarian mine action who will be able to mobilize, deploy and manage necessary resources to conduct efficiently land release tasks including EO survey and clearance of damaged structures / buildings as well as to organize relevant EO risk education (EORE) campaign and trainings. 

Duties and Responsibilities

The Mine Action Field Operations Analyst will report to the Mine Action Technical Specialist and, within delegated authority, will be responsible for the following duties:

  • Assist the MAP and other interrelated projects within UNDP in design and development of related activities to the land release and EORE through providing technical review and guidance, identifying priorities in line with risk-level and socio-economic impact. 
  • As part of capacity strengthening initiatives support the National Mine Action Centers (NMAC) in developing technical standards and guidance pertinent to land release processes and EORE tasks in line with International Mine Action Standards (IMAS).
  • Provide technical support to the pyrotechnic groups of the State Emergency Service of Ukraine (SESU) and demining teams of the State Special Transportation Service (SSTS) through organizing necessary trainings and procuring up-to-date operational equipment.
  • Support procurement activities including preparation of procurement plans, terms of references, and assessment of proposals. Support follow on contract management processes and coordination with implementing partners and/or vendors as required. 
  • Coordinate operational activities carried out by mine action service providers with the project management team, NMAC and local authority.
  • Identify, analyze and manage all risks within the project and keep updated the project management team in timely manner with providing the necessary recommendations.     
  • Attend and contribute to technical meetings related to EOD, land release and EORE activities as required. 
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Under the overall guidance from, and the supervision of the UNDP Mine Action Technical Specialist, the Mine Action Field Operations Analyst will be responsible for facilitating a process aimed at ensuring the achievement of the above-mentioned duties. The incumbent will be managing EORE Officer and two Regional Liaison Officer and will be working in close partnership with the Mine Action Field Operations Specialist, Information Management Analyst, EOD Instructors and the project operations support staff.

Required Skills and Experience
 

Education:
  •  Advanced university degree (Master’s degree or equivalent) in project management or public administration, or business administration, or social sciences, or economics, or jurisprudence, or military engineering or any other related fields is required, OR 
  • A first-level university degree (Bachelor’s degree) in project management or public administration, or business administration, or social sciences, or economics, or jurisprudence, or military engineering or any other related fields, in combination with two additional years of qualifying experience, will be given due consideration in lieu of Master ́s degree.
 
Experience:
  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of relevant experience, at national or international level, in coordination / management of mine action field operations with quality management functions. 

Desired experience: 

  • Experience of training delivery for NTS and EORE in compliance with IMAS. 
  • Experience in UN and/or international organizations is an asset.
  • Experience to work in crises situations is an asset.
     
 
Required skills:
  •   Computer literacy with good knowledge of MS Office (Word/Power Point/Excel). 
 
Desired skills in addition to the competencies covered in the Competencies section:
  • Training design for mine action related fields in compliance with IMAS. 
  • Knowledge of Information Management System for Mine Action (IMSMA). 
     
Required Language(s) :
  • Fluency in Ukrainian and English is required.
 
Professional Certificates:
  • EOD level 3 certificate in compliance with IMAS obtained from internationally recognized organization or educational entity.
  • NTS certificate in compliance with IMAS obtained from internationally recognized organization or educational entity.
  • EORE certificate in compliance with IMAS obtained from internationally recognized organization or educational entity.
  • Other mine action certificates in compliance with IMAS obtained from internationally recognized organization or educational entity will be considered as an asset.
