Overview & Responsibilities

The Department of Programs is the central management and coordinating function for program delivery and capacity development. It is responsible for the implementation of IDLO’s global program portfolio for field and non-field locations in line with organizational strategy.

Within delegated authority, the Field Programme Coordinator will be responsible for managing the coordination and implementation of activities within a specific programme component aimed at strengthening the Philippine justice sector. S/he will be based in Manila, the Philippines with expected travels across the country and may be required to travel to other locations as determined by the supervisor/organization.

 

THE POSITION

Under the direct supervision of the Field Programme Manager, Philippines, and in close coordination with the Program colleagues in Manila and at IDLO HQ in Rome, the Field Programme Coordinator is responsible for overall program cycle support. S/he will be the focal point of specific partner justice institutions and will provide day to day program coordination support including work planning, reporting, quality assurance and compliance, budget monitoring and forecasting. S/he will support project inception and closure and will ensure that all phases of the project are consistent with the program design and delivery schedule and meet quality standards.

In particular, the incumbent will be assigned to the following main duties:

1. Support day to day program implementation, including work planning, budget management, monitoring, and reporting, and ensure that all project phases are consistent with the project design and delivery schedule and in accordance with IDLO processes and procedures:

  • Manage the coordination of work and information within the program team and between IDLO Offices;
  • Support development of implementation plans by means of standardized program cycle management tools, logic models and frameworks, work plans, and others;
  • Monitor daily program implementation issues, including revisions to project design and work plans; make recommendations for timely and optimal course corrections;
  • Draft, collate and provide input for the finalization of internal and external reports, in collaboration with the supervisor; ensuring these highlight the value and impact the program/activity brings;
  • Collaborate and communicate regularly with the Finance Unit both at the Country Office and at Headquarters to build accurate financial forecasts, including reviewing financial reports and identifying in advance areas of over- or under-spending, and flagging any urgent budgetary issues to the supervisor/budget holder;
  • In conjunction with Human Resources, support in the timely identification and screening of short-term consultants and processing of their contracts where relevant.

2.   Monitor Program activities to ensure compliance with contracts and procedures and that program cycle quality controls are in place:

  • Ensure internal procedures and guidelines are observed, recommending corrective action and consulting the appropriate department for any potential compliance issues; monitor compliance with program contracts and subcontracts where relevant;
  • Under the leadership of the IDLO Evaluation Unit, provide support to the project evaluation;
  • Ensure program deliverables meet quality standards and proactively seek input from relevant substantive internal experts;
  • Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the program; respond to internal and external requests for such research.

3.   Contribute to Program Development:

  • Generate ideas and develop concept notes/proposals for projects and program activities that are aligned to Regional/Country program priorities or aimed at innovatively expanding IDLO’s program portfolio; and
  • Collaborate with local partners ensuring that perspectives and expectations are shared in the design of the project and to gather support in its implementation.

 

Job Requirements

Education and Work Experience

  • Graduate degree in Law from a recognized university, international development, public administration, public policy or relevant social science is essential;
  • Minimum 5 years of relevant professional experience, ideally with an international organization; previous experience in a similar role is desirable;
  • Professional experience in capacity development and rule of law programming would be a considerable asset;
  • Good understanding of the Philippines’ political and cultural dynamics.

Languages

  • Fluent oral and writing skills in Filipino and English are required

Specific knowledge, skills and competencies

  • Strong interpersonal and organizational skills;
  • Demonstrated project cycle management skills and familiarity with standard program and data management tools, as well as results-based management and monitoring and evaluation and learning principles;
  • Ability to establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the Organization;
  • Enthusiastic and proactive attitude in building partnerships with a broad range of stakeholders and driving results, including at the senior level;
  • Excellent communication skills, both written and oral;
  • Ability to work under pressure with tight deadlines, flexibility, and an entrepreneurial spirit;
  • Proficient use and good knowledge of standard ICT software including Microsoft Word, Excel, PowerPoint and internet software; and
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

Terms & Conditions

For this locally recruited professional position, IDLO shall offer the selected candidate an affiliate contract initially until 30 April 2025, with the possibility of extension subject to performance and continued funding availability.

This vacancy is open to local nationals or permanent residents of the duty station. IDLO shall offer a competitive salary and a benefits package including social security contribution (14%), medical insurance, leave entitlements etc.
