OBJECTIVES OF THE PROGRAMME
The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.
Under the general oversight of the Regional Field Security Officer (RFSO) and the direct supervision of the Head of Sub/Field Office Gaziantep and in coordination with the UNDSS Security Advisers in the field, the incumbent will serve as the FSO in the area of assignment and will work under the oversight of the Head of Office/ WHE Lead. The incumbent is expected to: support the cross-border operation and to provide technical security and access advice.
DESCRIPTION OF DUTIES
The incumbent will:
1.In collaboration with UNDSS Türkiye, UNDSS NWS and the WHO Regional FSO; evaluate and monitor existing security measures for the safeguarding of staff, visitors, WHO property and premises.Monitor adherence to UNSMS policy, procedures and practice; Identify gaps and recommend solutions and/or arrange for their improvement;
2.Support cross border operational security in collaboration with UNDSS and access with the OCHA Civil Military Coordination Unit;
3.Conduct a threat and risk assessment of operations in the areas where WHO projects are implemented; identify and implement appropriate security risk mitigation measures;
4.Advise, assist and be instrumental in implementing the Security Risk Management Measures (SRMM) as well as the Residential Security Measures (RSM) in the area of assignment;
5.Maintain a strong understanding and relationships with WHO partner organizations and the wider NGO/humanitarian network operating in the North West Syrian conflict area;
6.Review and monitor the premises security and maintain a data base of RSM applicable in the duty station(s) and respond to queries pertaining to that matter;
7.Develop, formulate and exercise contingency plans (relocation & evacuation)for WHO personnel coordinating and liaising closely with UNDSS on existing area security plans; ,
8.Support the operations and management of the Warden System, including the conduct of exercises and administer and manage the Emergency Communication System;
9.Participate in organizing and delivering security briefings and training courses on security awareness and preparedness in the area and arrange for security briefings for newly appointed staff and visitors;
10.As required, undertake field missions within the area of assignment, to become familiar with specific situations, address specific security issues, perform security assessments; monitor security preparedness and field training. Provide a follow-up report with clear recommendations after each visit;
11.Report security incidents affecting WHO staff, offices and assets and assist the RFSO in any investigations, and the preparation of security reports in a timely manner according to UNSMS guidelines and procedures;
12.Attend and participate in scheduled security cell meetings and other security-related meetings and activities of the UNSMS in the area;
13.Perform any other relevant duties as required.
REQUIRED QUALIFICATIONS
Education
Essential: University degree (bachelor) in public or business administration, social or political sciences, international relations, government or law, supplemented by training in security management.
Desirable: Knowledge and experience of the UN Security Management System.
Experience
Essential: Minimum of two years of relevant professional experience at international or national within governmental and/or corporate agencies.
Desirable: Previous work experience in WHO or other United Nations agency would be an asset.
Skills
·Relevant security training and background in a humanitarian context. Excellent ability to work and deliver quality results in pressing situations and conflicting priorities.
·Ability to effectively train and provide guidance to other staff.
·Display stress and time management skills with a good sense of urgency.
·Knowledge of the UNSMS and UN field security operations,policies and procedures..
·Proven analytical skills;
·Investigation background would be an asset.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD $50,377(subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1,600 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
