UNICRI is a United Nations entity established in 1968 and mandate to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. The Institute strongly emphasizes action-oriented analysis and integrated technical assistance. The current priorities are justice reform, financial and emerging crimes and security governance. Within the framework of the European Union (EU) Chemical, Biological, Radiological, and Nuclear (CBRN) Risk Mitigation Centers of Excellence (CoE) initiative UNICRI will deliver the CBRN Criminalization workshop in close coordination with relevant international organizations mandated to address this area. The workshop will help to identify the gaps, needs, and priorities to criminalize CBRN-related crimes as part of national obligations related to the pertinent international conventions and legal frameworks. Participants will learn about international legal instruments and conventions governing this area, legislation, criminalization and classification. Model national laws and the mandates of international organizations that may provide legislative support will be examined. State compliance with its criminalization obligations under the Chemical Weapons Convention (CWC), the Biological Weapons Convention (BWC), the Convention on the Physical Protection of Nuclear Material (CPPNM) and the International Convention for the Suppression of Acts of Nuclear Terrorism (ICSANT) and other relevant international instruments will be incorpFinaorated as a part of this workshop.
The deliverables produced by the volunteers will be part of the EU CBRN CoE and UNICRI’s Workshop on CBRN Criminalization. The workshop will be a part of the capacity building and training package aimed to provide prosecutors, investigators, law enforcement, and judicial authorities with guidance to support the successful investigation, prosecution, and adjudication of incidents involving the deliberate acquisition, stockpiling, production, transfer, use, or misuse of CBRN materials. The expected start date of the collaboration is 15 March 2024.
Teaching, Training and Mentorship
We are seeking Online Volunteers to help with the finalization of workshop materials on the Criminalization of Chemical, Biological, Radiological and Nuclear crimes, based on the relevant international conventions and legal instruments. Specifically, the tasks include: 1. Research and Analysis: Conduct comprehensive research on international conventions and legal instruments related to CBRN safety and security. 2. Customize Workshop: Fine-tune a structured curriculum for the workshop, ensuring it aligns with the relevant conventions and legal instruments. 3. Learning Materials Creation: Prepare instructional materials for trainers (approx. 20 pages of A4), 10 presentations (approx. 135 pages of A4), handouts (about 70 pages of A4), and any other resources required for effective learning. 4. Instructor Guide Development: Create a detailed guide for instructors, providing guidance on how to deliver each session, facilitate discussions, and engage participants. 5. Assessment Tools: Develop assessments and evaluation tools to measure participants’ comprehension and application of the workshop content. 6. Adaptability and Flexibility: Ensure the workshop plan is adaptable to various learning environments, including in-person and virtual settings. 7. Documentation: Document the sources of information, methodologies used, and any relevant references for transparency and future reference. Volunteers will collaborate closely with the UNICRI’s Team, working under the guidance of the UNICRI Regional Coordinator.
1. Background in International Law, Criminal Justice or Criminology, Education or Instructional Design, or related science. 2. Understanding of Chemical, Biological, Radiological, and Nuclear safety and security concepts would be an advantage. 3. Familiarity with relevant international agreements, conventions, and legal frameworks governing CBRN safety. (Chemical Weapon Convention, Biological Weapons Convention, Convention of the Physical Protection of the Nuclear Material, Internation Convention for the Suppression of Acts of Nuclear Terrorism, etc..) A legal background in CBRN Crime Scene Management, Prosecution and Criminalization would be an advantage. 4. Skill in developing training materials with clearly defined learning objectives and relevant content. 5. Clear and effective communication skills for both written and verbal delivery of training content. 6. Creative thinking to design interactive and engaging learning activities that enhance participant understanding. 7. Familiarity with relevant tools and technologies for creating and delivering training content, especially in virtual settings. 8. The individual should possess excellent English language skills, both written and verbal.
