Role Purpose

Finance Delivery Coordinator, Culture and Creativity Programme will support the programme team in financial administration, planning, processing and reporting related of programme activities within the EU funded Culture and Creativity for the Western Balkans (CC4WBs) project, across Western Balkans countries. They will work in compliance with EU, partner consortium and British Council policies and procedures including operational project delivery, financial admin, reporting and data collection, monitoring and reporting, and managing relations with beneficiaries and other stakeholders. They will work closely with the Programme Manager, Grants Manager, Project Coordinator, wider British Council project team, relevant regional and international experts, beneficiaries and stakeholders across the Western Balkans.

The opportunity:

Responding to IPA II “Regional programme to support culture and creativity in the Western Balkans”, the action will promote intercultural dialogue and enhance the socio-economic impact of the cultural and creative sector in the Western Balkans. Through a multi-sectorial approach targeting public authorities, the private sector and civil society organisations in culture, this action will (1) improve the performance of the cultural and creative sector in the Western Balkans; (2) strengthen the cultural cooperation within and with the Western Balkans and (3) enhance inclusive cultural heritage for local development. The ultimate beneficiaries will be citizens in the Western Balkans.

The partner consortium consists of UNESCO as lead, AICS (Italian Agency for Development Cooperation) and the British Council. The three partner organisations are committed to work together with complementary roles in order to fully achieve the objectives of the action. Components within the overall programme led and under responsibility of British Council are geared towards skills and capacity development of organisations in the culture and creative sector, and include cultural leadership training and exchanges, mentoring, networking, financial and technical support to artistic co-productions, knowledge exchange and mobility. A large portion of the programme is delivered through grant schemes.

The British Council has a contextualised programme and project management framework with clear standards and procedures for programme management set out by the CE Centre of Excellence. Programme and finance officers deliver programmes following the standards and procedures set out in this framework.

Main accountabilities for this role:

Managing self and others

Has the ability to work independently and manage workload against project deadlines

Effectively coordinating with stakeholders and team across the Western Balkans

Holds vendors and suppliers to account for delivering services

Financial Support

Planning and reporting on project financial plans and budget expenditure and forecasting to Programme Manager, Grants Manager and other team members.

Planning, processing and reporting on financial transactions, and maintaining clear and up-to-date records on all financial transactions as per audit requirements.

Compliance to British Council financial policies and procedures and any audits

Coordinating and compliance with vendor creation, payments; travel and expenses

Responsible for programme monthly, quarterly and annual financial reports

Perform other administrative and financial tasks using internal systems, on demand.

Programme Coordination in country

Provides full administrative and logistical support to all project activities in country

Prepares and monitors contracts with service providers and beneficiaries in country

Supports project evaluation activities

Relationship and Stakeholder Management

Manages relationship with vendors and suppliers across Western Balkans

Manages relationships with beneficiaries and stakeholders in country

Requirements

English, C1 level

Local language knowledge

Right to reside and work in location

Financial accounting and reporting on donor and partner funded programmes

Understanding of programme management and project lifecycles

Role Specific knowledge and experience

Minimum/essential

  • Experience of working in a supporting role on programmes and projects
  • Administrative and financial administration experience, including on projects that have met audit standards
  • Good understanding of basic concepts of monitoring and evaluation, and how they are central to good project management
  • Experience of working on EU and/or other client funded projects
  • Experience of working in dispersed teams.
  • Experience of project financial and resource coordination.
  • Experience in working in international environment.
  • Experience of working on EU and/or other client funded projects

Desirable

  • Experience of administering EU funded grant scheme/s.
  • Experience of working with a wide range of stakeholders
  • Experience of working in dispersed teams.
