The Finance and Administration Officer is responsible for ensuring the effective management of all financial, administration and logistics activities within the WfWI-Palestine Country Office, in accordance with established WfWI policies and procedures, local fiscal and statutory regulations, and donor requirements. The position works closely with the WfWI-GSC Finance and Grants Management teams on all financial and compliance matters.

The Finance and Administration Officer reports directly to the Country Director.

Engagement

  • Coordinate with GSC finance department to facilitate timely processing of all grant and sub-grant payments.
  • In coordination with CD, Global Finance team, lead on preparing Country annual budgets, project proposal budgets.
  • Lead on preparing Grant management coversheets, spending plan analysis and share with the GSC teams prior to Palestine specific Grant management meetings.
  • Work closely with the PCC team to ensure that country office payroll is done in compliance with local tax laws and regulations.
  • Work closely with program team on developing procurement plans and ensure that all country office procurement is carried out in accordance with established policy and procedures.
  • Oversee the conducting of internal and external audits in compliance with internal auditing and government reporting schedules.
  • Ensure effective management and control of country office assets; maintain an accurate and updated list of Fixed Assets, inventory and monthly Depreciation Schedule.
  • Ensure effective management of all country office service contracts and timely execution of approved payments to vendors /contractors for goods and services received.
  • Participate in overall Country strategy development and annual operational planning and budgeting of the country office.

Delivery

  • Responsible for timely and accurate monthly financial reporting, including standard financial statements and accompanying schedules and grant level reporting.
  • Implement, monitor, and evaluate internal controls and compliance procedures.
  • Lead on budget preparation, analysis, and forecasting; and ensure program budget and budget projections are timely and accurately reflected in institutional system.
  • Lead on Country Office budget preparation for new donor budgets in line with donor requirements and WFWI’s internal budgeting tools.
  • Prepare donor grant financial reports in collaboration with GSC teams.
  • Manage cash flow, including timely fund requests to GSC. Oversee the management of the country office petty cash funds and bank accounts, including monthly reconciliation.
  • Review all payment transactions to ensure completeness and accuracy of supporting documentation and budget coding prior to conversion in Intacct; ensure authorization levels are respected in the approval of payments prior to fund disbursements.
  • Ensure that Annual Audit is carried out in a timely manner as required by the organization.
  • Ensure that the internal control procedures and donor regulations are followed for all cash disbursements, receipts, transfers and include appropriate backup for US Single Audit compliance.
  • Ensure timely and correct submission of all sub-grantee financial reports in accordance with sub-grant agreements and review reports and supporting documentation for reasonableness.
  • Manage all grantee audits as appropriate.
  • Ensure the monthly payroll allocation entries are properly calculated, coded, and entered into the accounting system, including review and approval of allocations to specific grants and projects.
  • Process the monthly payments to staff and tax authorities according to established procedures.
  • Ensure partner assessments for their Finance and Logistics is done based on WFWI partnership tools and guidelines.
  • Provide technical assistance to grantees/sub-grantees in terms of accounting, financial management, and systems of internal control to ensure compliance with US Government and other donor rules and regulations.
  • Conduct finance and compliance training/mentoring for grantee/sub-grantee finance staff, including orientation for new hires and making visits to their offices.
  • Periodically review Palestinian labor law and update SMT about changes and take necessary actions.
  • Develop processes that maintain confidentiality of employee personal data.
  • Manage Health Insurance agency relations including annual review of agreements.
  • Conduct yearly Global Policy training and track the acknowledgement forms (Whistle Blowing, Code of Conduct and Safeguarding) or on any other different aspect of PCC.

Skills and Qualifications:

  • Bachelor’s degree in finance and accounting management is required.
  • Minimum 5 years of work experience in relevant fields, preferably within INGOs sector in the field of Accounting or Finance position preferably in the NGO sector.
  • Experience in preparing donor budgets in an NGO environment with at least two major donors.
  • Experience in managing sub-grantees, including building their financial management capacity, is an added advantage.
  • Excellent computer skills including spreadsheet, database, word processing, presentation, and email applications.
  • Proficiency Sage Intacct and Workday Adaptive Planning software highly desirable.
  • Highly organized and detail-oriented with strong analytical and problem-solving abilities.
  • Ability to handle confidential and sensitive information with discretion is required.
  • Ability to work independently, prioritize tasks, meet deadlines and to take initiative.
  • Very good written and verbal English and Arabic skills.
  • Ability and willingness to travel around the country as required.
