Overview

Jhpiego seeks a Project Finance and Administration Director (FAD) to provide financial and administrative oversight for an upcoming $750+ million USAID-funded project aimed at integrating HIV services into primary health care (PHC). The project aims to contribute to sustaining the gains in the HIV response and enabling pandemic preparedness and resilience in the face of other external threats by integrating current health investments for HIV prevention, care, and treatment into existing country health systems and PHC platforms, in alignment with country priorities. The project will operate over a five-year period.

The FAD will work closely with the COP/Project Director, Senior Management Team, Global Program Staff, and project country offices to ensure timely and accurate financial, contractual and administrative management, representation, analyses and reporting to the project management team, partners and agencies external to Jhpiego.  This position is directly accountable for the financial, contractual and administrative compliance of the award. The FAD will be responsible for overseeing budgeting, financial monitoring and performance of all funding streams for the award, including core and field programs, cost share and resource allocation to partners.  The FAD will work across various business units to ensure all aspects of financial, contractual, information technology, human resources, and procurement task are adequately performed for the upcoming USAID project. The F&A Director will be based in Jhpiego’s US office and international travel will be required. This position is contingent upon award and annual funding from USAID.

Responsibilities

  • Ensure accurate financial, contractual and administrative reporting of the project compliant with Jhpiego and USAID’s rules and regulations, and terms and conditions of the award
  • Ensure effective program start-up including developing necessary financial tools, templates and manuals for use by program, country teams and partners
  • Oversee day-to-day coordination of financial activities ensuring cost efficiency and accuracy of financial information originating from the official accounting system of record (SAP)

  • Ensure country-based finance teams provide accurate and timely financial information and transaction records required to assure the integrity and effective performance of financial operations and prepare monthly reports
  • Oversee all sub-grants operating under the award, ensuring compliance and reporting of sub-awardee, and building their capacity as needed
  • Manage project’s day-to-day cash needs, payments, procurement, contracts, sub-grants, reviewing/processing invoices, district office start-up, operation systems, policies and procedures, consultant payments
  • Provide guidance to project team members regarding the financial requirements of the project and office operations in compliance with USAID, Johns Hopkins University, and Jhpiego procedures and policies
  • Lead the development, monitoring, and review of project budgets; review monthly financial analysis and budget vs. expense reports to determine reasonableness of variances and take appropriate actions, as required
  • Provide guidance, monitoring and support to project team, including procurement for goods and services, logistical support for local and international travel (including expense reports) for staff and consultants, contracts development and management and maintenance of office inventory
  • Facilitate the work of external audits and ensure that financial records are properly maintained and readily available during audits
  • Direct and oversee the monitoring and annual auditing of cost-share requirements, tracking and reporting
  • Contribute to developing work plans and annual budgets for project activities and local office costs
  • Ensure that USAID resources are appropriately directed to project priorities and are in line with project work plans
  • Prepare monthly, quarterly and annual financial reports, including pipeline analysis, quarterly project reports, as requested by the donor, by consolidating and utilizing financial information from various sources including SAP, QBE, and internal trackers, projections and labor data.
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with project goals to ensure rapid and sustainable results
  • Ensure that Jhpiego human resources and administrative procedures are in place for the project and staff are in compliance. These include time keeping, tracking of leave, sick days, absence, personnel employment records, and other human resources actions

Required Qualifications

  • Master’s degree in Business Administration, Finance, Accounting or relevant field required.
  • At least 10 years of senior-level experience with financial analysis, financial reporting, cash flow analysis, budget development and forecasting for large, complex, multi-year internal health sector projects (>$20 million per year) including providing financial planning, subaward management, human resources and procurement for projects in sub-Saharan Africa and/or Asia.
  • Direct USAID experience
  • Have at least 5 years’ experience managing finances for HIV projects and/or global projects
  • At least eight years providing financial planning and management, human resources and procurement for projects in sub-Saharan Africa and/or Asia.
  • Previous direct supervisory experience of professional and support staff
  • Knowledge of USG cost principles, including USAID regulations, GAAP accounting rules and grants contract management
  • Demonstrated experience organizing resources and establishing priorities
  • At least 5 years subcontract or subagreement financial management experience, including building local partner financial management capacity and managing at least 10 subgrants simultaneously
  • Knowledge of financing mechanisms – contracts and grants and their relevant terms and conditions
  • Experience developing and/or implementing finance and accounting policies, procedures and systems
  • Excellent verbal, written, interpersonal, and presentation skills in English
  • Experience hiring and supervising personnel
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Excellent skills in facilitation, team building, and coordination
  • Ability to coach, mentor and develop financial and administrative capacity of project staff
  • In depth knowledge financial software applications, databases and spreadsheets, including QuickBooks Enterprise, and Microsoft Office
  • Ability to travel nationally and internationally up to 40% of the time

Preferred Qualifications

  • Proficiency in a second language (French, Spanish or Portuguese)
  • A minimum of 8 years’ experience as a key staff member on a global USG funded program with country-level buy-ins and at least 10 years’ experience managing finances for HIV or PEPFAR related projects (preferred)
  • At least 12 years of senior-level experience with financial analysis, financial reporting, cash flow analysis, budget development and forecasting for large, complex, multi-year internal health sector projects (>$20 million per year) including providing financial planning, subaward management, human resources and procurement for projects in sub-Saharan Africa and/or Asia (preferred)
