This position is located in the Headquarters Client Support Service (HQCSS), Division of Administration, (DOA), Department of Operational Support (DOS), New York. The Finance and Budget Assistant will report to the Administrative Officer. The functions of this position is located in the Finance Section, Headquarters Client Support Service (HQCSS), Division of Administration (DOA), Department of Operational Support (DOS). The HQCSS also provides administrative support to the Global Compact Office (GCO), Human Security Unit (HSU), Office of Administration of Justice (OAJ), Office of the Secretary-General’s Envoy on Technology, United Nations Sustainable Development Group (UNSDG) System-Wide Evaluation Office, Office of Special Coordinator on Improving the United Nations Response to Sexual Exploitation and Abuse, Office of the Special Representative of the Secretary-General on Children and Armed Conflict (OSRSG-CAAC), Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict (OSRSG-SVC), Office of the Special Representative of the Secretary-General on Violence Against Children (OSRSG-VAC), Office of the United Nations Ombudsman and Mediation Services, Office of Victims’ Rights Advocate (OVRA), United Nations Ethics Office, United Nations Office for Partnerships (UNOP), United Nations Alliance of Civilizations (UNAOC), the Trust Fund in Support of the Multinational Security Support (MSS) Mission in Haiti; Office of the Data Protection and Privacy, Liaison offices of the: United Nations Office on Drugs and Crime, United Nations Convention to Combat Desertification in New York, United Nations Institute for Training and Research.
Responsibilities
Within delegated authority, the Finance & Budget Assistant will be responsible for the following duties:
- Assists in the preparation of supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements for extra-budgetary resources including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
- Supports the Finance/Budget Officers(s) in extracting information and generating reports from Umoja into business information and analytics systems including complex Excel spreadsheets.
- Assists in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern for the attention of the Finance/Budget Officer(s) and client entities
- Researches/compiles data and other information required by the Finance Budget Officer(s) and client offices in the review and analysis of extra-budgetary resources, and grants.
- Consolidates and customizes data using Microsoft Power BI reports and dashboards to facilitate budget reviews and reporting to clients, relevant intergovernmental and expert bodies and donors
- Assists the Finance/Budget Officer(s) in the preparation/finalization of budget performance reports, performing preliminary analysis of variances between approved cost plans and actual expenditures.
- Prepares obligation documents such as requisitions for goods and services, funds management documents, release of extrabudgetary funds and other transactions in Umoja and review them to ensure that funds are available, and the correct account has been used prior to submission to the Finance Officer(s) for approval
- Assists in the financial backstopping of trust funds, including creating grants and other transactions for approval in Umoja platforms including the grantor module, monitoring the status of voluntary contributions, generating expenditure reports and monitoring reporting requirements by donors.
- Assists the Finance/Budget Officer(s) in the issuance of funds release and redeployments
- Verifies accuracy of input data, ensuring consistency of data as per cost plans and donors agreements.
- Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to extra-budgetary resources, ensuring compliance with intergovernmental recommendations, donor agreements, and United Nations policies and procedures.
- Drafts routine correspondence with respect to enquiries related to relevant financial and budget matters such as requesting Financial Statements, and requests for Journal Vouchers.
- Maintains and keeps up-to-date electronic files for the section.
- Provides administrative support to the extra-budgetary team as required.
- Assists with visualizations, preparation of presentations, updating information material in the departmental web site and sharing policy information with client offices. Performs other related duties, as assigned.
Education
- High school diploma or equivalent is required.
Work Experience
- A minimum of five years of experience in finance, budget, accounting, administrative services or related area is required. The minimum years of relevant experience is reduced to three for candidates who possess a first-level university degree or higher Experience in the use of information technology programs related to spreadsheets, databases (in particular MS Excel) and word processing is required. Experience in the administration and management of extra-budgetary resources is desirable. Experience with grants and projects in ERP systems, such as SAP (Umoja) is desirable. Experience using and maintaining Microsoft Power BI reports and dashboards is desirable Experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
