The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Corporate Services Division (CSD) is the guardian of UNEP’s corporate interest, mitigating the organization’s exposure to risk and supporting it with up-to-date management tools, guidelines and capacity building. CSD oversees UNEP’s efficient and effective management as well as adherence to the core values of the UN in line with relevant accountability requirements, rules and regulations. This position is located in UN Environment, Corporate Services Division, Green Climate Fund, Nairobi duty station. Under the supervision of the Senior Programme Management Officer, Green Climate Fund Coordination Office, the incumbent will be responsible for the following duties:
Responsibilities
BUDGET:
May act as Certifying Officer on behalf of and in the absence of programme managers at offices outside of headquarters:
- Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions.
- Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
- Assists managers in the elaboration of resource requirements for budget submissions.
- Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies.
- Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
- Reviews requisitions for goods and services to ensure ( a) correct objects of expenditure have been charged, and (b) availability of funds. Assists in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
- Monitors integrity of various financial databases.
- Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
- Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. CLAIMS: Reviews, analyses and prepares payments to third-parties, commercial entities, with respect to settlement of certified death and disability, contingent-owned equipment, stores, pay and allowances, and letters of assist claims. TREASURY: Monitors/reviews methods used to remit payments and supervises investigation of non-receipt of payments.
- Assists cashier in the daily operation of the Cashier’s Unit responsible for the transmittal of payments worldwide.
- Reviews incoming payment instructions with regard to banking details and sources of funds.
- Prepares payments for final disbursement by Cashier.
- Dispatches payment instructions and cheques to banks.
- Creates receipts and deposits for all incoming funds.
- Notifies payees of status of payments.
- Assists staff members, Fund Management Officers and donors regarding queries on payment and deposit-related issues.
- Identifies and annotates bank account movements.
- Monitors bank balances worldwide.
- Assists Cashier in cash management and investment issues, including cash flow forecasts.
- Liaises with banks worldwide regarding outstanding items and payment instructions.
- Investigates complaints of non-receipt.
- Monitors cheque stock and orders new stock as required.
- Files and archives as required. GENERAL: Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
- Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.
- Maintains and keeps up-to-date files.
- May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.
- Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
- Assists with visualizations and updating information material such as web pages or brochures.
- Performs other related duties, as assigned.
Education
- High school diploma or equivalent is required.
Job – Specific Qualification
- Additional training in administration, finance, program management is desirable.
Work Experience
- A minimum of seven (7) years of relevant progressive experience in programme, accounting, administrative services or related area is required. The minimum number of years of relevant experience is reduced by two (2) years for candidates who possess a first-level university degree. Experience with SAP or similar Enterprise Resource Planning system (ERP) is required. Additional experience in monitoring and evaluation is desirable. An accounting/Financial Management background is desirable Experience working with an international organization is desirable. One (1) year or more of experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four.
