Org. Setting and Reporting
This position is located in the Executive Office serving the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). The Executive Office is part of the Office for Coordination and Shared Services (OCSS) which enables, directs and coordinates departmental efforts to ensure the effective integration and management of both Departments. The Finance & Budget Officer reports to the Extra-budgetary Finance & Budget Officer (Team Leader). The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues. The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department’s mandate is to prevent and resolve conflict through inclusive political solutions.
Responsibilities
Within delegated authority, the Finance & Budget Officer will be responsible for the following duties: Budget preparation: • Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements for Trust Funds administered by the DPPA/DPO Executive Office as well as other ad-hoc programme activities. • Provides support to managers with respect to the elaboration of resource requirements for budget submissions. • Reviews, analyses and provides input into finalization of programme budget/financial implications to the Security Council statements in light of additional mandates. • Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly. Budget administration: • Issues allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. • Monitors budget implementation and determines/recommends reallocation of funds when necessary. • Monitors expenditures to ensure that they remain within authorized levels. • Reviews all requisitions for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds. • Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. • Prepares relevant documentation with respect to budget performance submissions. • Prepares and reviews financial reports to donors on use of funds. • Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. • Provides substantive support to intergovernmental and legislative bodies as well as internal and external audits and evaluations. • Provides expert advice to programme managers on correct procedures and interpretation of Financial Rules and Regulations. • Prepares monthly reports on the status of allotments; monitors obligations/expenditures and reviews unliquidated obligations. • Coordinates and provides guidance on the implementation of the Integrated Planning, Monitoring and Reporting (IPMR) module in Umoja. General: • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures; • Monitors and supervises the work of subordinate staff as required (usually in the field); • Performs other related duties, as assigned.

Education
Advanced university degree (Master’s degree, or equivalent) in finance, business administration or related field. A first-level university degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in finance, budget or related area is required. Experience and skills in analyzing large sets of financial data and producing reports using business intelligence tools in an Enterprise Resource Planning (ERP) System (such as Umoja, etc.) is required. Experience in independently conducting research and analysis, formulating options and presenting written conclusions and recommendations is required. Experience with Trust Funds management is desirable. Experience in applying financial rules and regulations in the United Nations or a comparable international organization is desirable. Experience within the United Nations common system or similar or similar international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
