Org. Setting and Reporting
The post is located in the Global Banking Operations Office of Financial Risk Management Service (FRMS), Finance Division (FD), Office of Programme Planning, Finance and Budget (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC). The incumbent reports to the Global Banking Operations Officer under the guidance of the Chief of Section. The main goal of this post is to support the global banking section with providing guidance on all banking related processes such as opening and closing of bank accounts, amendment of bank signatory panels, bank account changes, etc. This also includes updating the ERP system, requesting the Delegation of Authority for bank signatories, preparing documents for banking compliance, monitoring bank signatories, liaising with financial institutions, acting as security administrator to proprietary banking electronic platforms, etc.
Responsibilities
Under the supervision of the Chief of Section, the Finance and Budget Officer will be responsible for the following duties: – Provides assistance to establishing banking operations in UN Offices and maintain a good working relationship with the senior management of approximately 100 banks and financial institutions that provide banking services to the UN. – Assist in the organization of training sessions for UN personnel on the use of electronic payment systems. – Provides advice and guidance to Headquarters and field staff on Treasury policies and procedures and liaise between Treasury, Peacekeeping Missions, Offices Away from Headquarters, Regional Commissions and the banks regarding the banking services provided to the Organization. – Manages the centralized Treasury database and ensures that the outputs produced by the Global Banking Operations Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Supervise and/or prepare the accuracy of correspondence related to account opening documents and amendments to signatory panel, Keeps up-to-date on documents/reports/guidelines that have a bearings on matters relating to bank accounts, bank signatory and verifier panels as well as Treasury policies and procedures. – Carries out administrative tasks necessary for the functioning of Treasury, including providing substantive support in the preparation of budgets, monitoring and reviewing the information in Umoja / ERP system, assist in the preparation of the reports on budget/programme performance, preparation of inputs for results-based budgeting. – Effectively coordinates actions relative to the administration of human resources activities, e.g. recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.

Education
An advanced university degree (Master’s degree or equivalent) in business administration, finance or a related field is required. A first-level university degree (Bachelor’s degree or equivalent) with two additional years of relevant work experience may be accepted in lieu of an advanced university degree.

Work Experience
A minimum of five years progressively responsible experience in finance, administration, budget, business administration, treasury or related field is required Experience using financial systems (SAP or similar) is desirable. Experience in using bank-proprietary electronic systems or SWIFT is desirable. Experience in formatting SWIFT messages is desirable. Experience preparing budget proposals and submission on ERP modules is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
This position is temporarily available until 31 December 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.
