Org. Setting and Reporting

The position is located in the Operations and Advocacy Division (OAD), Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The Head of Humanitarian Financing Unit (HFU) manages, among others, the Somalia Humanitarian Fund (SHF), which is a multi- donor country-based pooled fund managed by OCHA Somalia under the leadership of the Humanitarian Coordinator. It receives unearmarked contributions from donors into a single fund. The funds are used for ongoing humanitarian operations and to respond to new emergencies.

This temporary job opening is being advertised for the position of Finance and Compliance Officer/Pooled Fund and is located in Garowe, Somalia, with significant travel within Somalia. Under the overall supervision of the Humanitarian Affairs Officer/Deputy Head of Office at OCHA Somalia, the incumbent will report to the Head of Humanitarian Financing Unit (HFU).

Responsibilities

Within delegated authority, the Finance and Compliance Officer/Pooled Fund will be responsible for the following duties:

• Verify Implementing Partners (IP) financial documentation as required;
• Liaise with companies carrying out financial audit of partners ensuring compliance with the United Nations Financial Regulations and Rules (UNFRR);
• Review grant agreements and supporting documents to ensure accuracy, consistency, reasonableness, compliance with the UNFRR and Country-based Pooled Funds (CBPF) Guidelines;
• Review and advise on project budget and grant agreements;
• Review and advise on budget amendments and no-cost extension requests;
• Review audit financial reports ensuring compliance with the signed agreement and project budget.
• Maintain complete, accurate and updated detailed list of disbursements to IPs;
• Regular follow-up with IPs to obtain financial reports;
• Review interim and final financial reports and confirm the amount for additional disbursements;
• Initiate the process to ensure disbursements as required and follow-up on any reimbursements;
• Conduct financial spot-checks in line with operational modalities;
• Oversee the audit process including facilitation of the contracting of external auditing companies, supporting the planning, advice on the clearance of audit reports and ensuring follow-up of critical audit findings;
• Support Implementing partners (IP) regarding compliance with the UNFRR and the Guidelines for CBPF;
• Support Fund analysis for informing future allocations;
• Support the Fund Manager in the preparation of the Unit cost plan;
• Train partners on Fund’s financial rules and regulations and develop relevant internal and external guidance;
• Prepare financial analysis for standard and ad-hoc reporting requirements;
Provide input for the preparation of CBPF Annual Reports; • Ensure timely financial reporting in compliance with donors requirements;
• Liaise with relevant OCHA sections in HQ;
• Stay up-to-date on documents/reports/guidelines that have bearing on matters related to programme and/or OCHA budgets, ensuring compliance with United Nations policies and procedures.
• Establishes and maintains contacts with other UN agencies, non-governmental
organizations, and other key stakeholders to enable early detection of compliance issues in SHF funded projects and verifies prevention and control mechanisms.
• Serves as the primary focal point on compliance of the SHF, keeps abreast of latest developments, liaises with other humanitarian organizations, etc., ensures appropriate financial monitoring and reporting mechanisms in line with global country based pooled fund guidelines.
• Perform other related duties, as assigned by the Head of the Humanitarian Finance Unit or the Head of Office.

Education

An advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible experience in finance, administration, budget, business administration or related area is required.

Two (2) years of experience working with a Humanitarian Fund and performing capacity assessments is required.

Two (2) years of experience in compliance and risk management is required.

Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is desirable.

Experience in a humanitarian context within the UN common system or in a comparable international organization is desirable.

Experience working in Eastern Africa is desirable.

Languages

English and French are the official working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.

Assessment

The evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This position is funded up to 31 December 2024 and may be subject to extension. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.

A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position.

A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further “…stressed that the Secretary General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…”. Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as “retirement.” Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1.

A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.

Staff members are not eligible to apply for the current temporary job opening if they are unable to serve the specified duration of temporary need before reaching the mandatory age of separation. Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.
