OBJECTIVES OF THE PROGRAMME

The objective of the WHO’s Polio Eradication Programme is to eradicatepolio globally in accordance with World Health Assembly (WHA) resolutions, and fully implement the Global Polio Eradication and End Game Strategic Plan inconjunction with GPEI partners and Member States. The Regional Polio Programme has as itsimmediate objectives, stopping polio transmission in Pakistan and Afghanistan,and protecting polio-free countries in the Region from importation of wildpoliovirus. Upon eradication, to achieve the destruction or safe containment of polioviruses in the Region.

DESCRIPTION OF DUTIES

The incumbent will performthe following duties:

1.Contribute to the development of the Department/Unit program budget, Outputs and workplans.Maintainan overview on budgetary, funding, and related financial issues, closely monitoring deadlines, obligations, gaps etc.Draw supervisors’ attention tospecific/unusual discrepancies or problems, recommends necessary corrective actions.

2.Initiate, consolidate and prepare periodic reports on the budgetary situation, implementation rates and specialfinancial reports; prepare detailed cost estimates and participate in budget analysis and projections as required. Initiate correspondence and answer queries related to area of work.

3.Advise and brief all staff and non-staff on financial rules and procedures pertaining to allowances,salary advances, travel claims and other financial matters.Coordinate and supervise the work of other Finance Assistants, if needed.

4.In coordination with the CSU, initiate, verify and process financial transactions and payments for BC office and sub- offices related to staff and non-staff costs, purchase orders,local purchases, etc., based on authorizations received from EMRO and GSC.

5.Monitor countrybudget allocations to ensure alignment with HQ/POL tracking figures.Report on discrepancies to to the Finance Officer for follow up with Operations Officer and HQ/POL.

6.Monitor timely transfer of program funds and award budgeting GSM workplans.Monitor distributionand amendments of awards, follow up on cash receipts and unapplied receivable balances, monitor revisions of amounts vis-a-vis award distribution by output and budget center, check validity of awards, reporting deadlines and linkage of awards to projects and initiate action for expenditure batches.

7.Participate in preparation of proposals for resource mobilization and support the Grants Management team and national partners, in the follow-up of multi or bilateral pledges to ensure the timely application of receipts.

8.Maintain reports on budgetary, funding, and related financial issues, closely monitoring deadlines, obligations, gaps etc. and closely work with country finance team.

9.Maintain offline HR mapping of all staff recruited by Department/Unit, work in interface with HR and BFO closely monitor proper mapping take corrective actions when there are any discrepancies.

10.Participate in the preparation of quarterly funding applications, follow up on timely fund receipt and fund distributions to country programs and ensure no delays/retroactivity in program implementations.

11.Monitor budget and funding utilization of POL financial resources by preparing monthly utilization reports to support follow up with responsible team leads.

12.Replace and assist other colleagues in the team and perform other related financial and administrative duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education; training in business administration/commerce and or technical courses in a field related to the work performed.
Desirable: Bachelor’s degree in accounting, commerce or business administration is an asset

Experience

Essential: At least eight years of related experience in accounting and/or administrative work.
Desirable: Relevant experience in the UNsystem.

Skills

Very good time managementand organizational skills.

Demonstrated knowledge of banking regulations and local laws.

Proven analytical skills.

Knowledge of the organization’s policies and regulations in general, and, regarding project activities and financial procedures is an asset.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at JOD 18,521 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
