The Finance Assistant will be responsible for providing an administrative support on variety of tasks in finance functions, ensuring accurate and timely delivery that is in compliance with UNICEF financial rules and regulations. Those include reviewing financial supporting documents and submitting them to the Global Shared Service Center for processing. Specifically, the incumbent assists in reviewing payroll payment reports, acts as the petty cash fund custodian, and handles deposits of donors’ contributions for Thailand CO and East Asia and Pacific Regional Office.

In addition, the incumbent shall demonstrate the capacity to research for general data preparation, adapt and preliminarily evaluate irregular cases for further decision making by the supervisor. The role also requires interpreting and adhering to guidelines as part of the regular duties. Where deviations from guidelines are necessary to resolve situations, the incumbent is expected to either (a) seek approval for the deviation or (b) propose improvements for the efficiency and effectiveness of work performance within the established procedures, when required.

 Responsibilities:

  • The financial transactions are processed promptly with the correct funding source and GL account code throughout the year.
  • By acting as a petty cash custodian for EAPRO, reviewing the request from sections for the use of petty cash fund to ensure compliance with UNICEF Financial Procedure and Policy.
  • Review the financial documents for submission to the Global Shred Service Centers for processing.
  • Assist in processing donor refunds and issuing donor tax receipts.
  • Assist in reviewing outstanding items of the GL accounts shared on the Head Quarter’s SharePoint for clearing, initiate correspondence to verify data, answer queries, and obtains additional information on accounts and financial transactions, as required.
  • Assist in the preparation of year-end reports related to accounts receivable, accounts payable, prepayment, deposits, revenue, and expenses.
  • Regularly filing transactions and related supporting documents. Annually recommending files for destruction based on financial policy and overseeing the destruction process.
  • Maintains liaisons with local bank officials to stay updated on day-to-day information, procedural changes, and regulations related to office bank accounts. This includes preparing recurring reports and bank reconciliation.
  • Assist in the budget management, payroll processing and Private Sector Fund Raising (PSFR) Contributions to ensure proper allocation and utilization of funds.
  • Generate payroll funding analysis reports to review the funding status for staff payroll and promptly communicate with the concerned sections to resolve any funding issues.
  • Monitor the use of funds for operating expenses allocated to the Common Services Unit, ensuring appropriate consumption throughout the year.
  • Assist in the process for partnership with the government and Civil Society Organizations.
  • Review document submitted by sections requesting disbursements to the implementing partners, as well as reports on actual spending and refunds.
  • Assist in reviewing the budget proposal from implementing partners submitted by the responsible programme section for further review and endorsement by the committee.
  • Assist on all aspects related to preparation of reports, compilation of data and answering relevant queries. These tasks include but not limited to assisting in maintaining financial records and monitoring systems, year-end closure activities, liaisons with officials of local banks and performs other duties, as required.

Minimum requirements:

Education:

  • Completion of secondary education is required with professional/university level courses in Accounting and Finance/Business administration preferred.

Experience:

  • A minimum of five years of administrative experience in the area of finance and accounting is required.
  • A minimum of three years of direct experience in financing and account management is preferred.

Language and Computer Proficiency:

  • Proficiency in English and Thai is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
