Org. Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations System’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP’s Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. The Fifth session of the International Conference on Chemicals Management adopted in September 2023, in Bonn, the Global Framework on Chemicals and its Fund. The Global Framework on Chemicals requires a strengthened Secretariat to effectively implement the framework. This position is located in the UNEP/Industry and Economy Division, Chemicals and Health Branch, Global Framework on Chemicals Secretariat, Geneva duty station. Under the overall guidance of the Senior Programme Management Officer, Global Framework on Chemicals, and the direct supervision of the Administrative Officer, the incumbent will be responsible for the following duties:
Responsibilities
Budget and Finance • Assist in the preparation and review of financial proposals/requirements. • Assist managers in the elaboration of resource requirements for budget submissions and revisions. • Consolidate budget/work programme with respect to trust funds, grants and procurement. • Process legal agreements and related reports • Process the payments of contractors/implementing partners invoices and monitor payments. • Analyze variances between approved budgets and actual expenditures • Prepare adjustments as necessary • Prepare or customize financial reports from ERP system generated reports. • Co-ordinate with other finance and budget staff on related issues during preparation of budget reports, donor reports and audits General Administration • Draft routine correspondence to respond to enquiries in respect to relevant administrative and financial queries • Coordinate extensively with service units and liaises frequently with internal team members both at the Branch and Headquarters. • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assists with visualizations and updating information material such as web pages or brochures. • Performs other related administrative duties, as required (eg. travels)

Supports subordinates, provides oversight and takes responsibility for delegated assignments. Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.
Education
High school diploma or equivalent is required.
Job – Specific Qualification
A university degree in business administration, project management or related field is desirable.
Work Experience
A minimum of seven (7) years progressively responsible experience with project budget management is required. The minimum number of years of relevant experience is reduced by two (2) years for candidates who possess a first-level university degree. Experience providing guidance to staff on administrative and financial rules and regulations is required. Experience with Enterprise Resource Planning (ERP) software such as Umoja, Inspira or similar is required. Experience in administration and project financial management is required. Experience working with UN system or similar international organizations is desirable. A minimum of one (1) year or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable. NOTE: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of’ equals a rating of “confident” in two of the four areas.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
Appointment against this project position is for an initial period of one (1) year and may be subject to extension. This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules.
