OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall supervision of the Chief of Payroll & Accounts Payable Unit and the direct supervision of the Payroll Officer, the incumbent is an integral part of the unit that provides payroll services for the Organization in the Financial Accounting Services of BFM. S/He has daily contact with other sectors (HRM and AO mainly) as well as with colleagues in HQ and Field on the payroll services provided ant should be able to reply clearly and accurately to the questions raised.

In particular the incumbent will be expected to perform the following essential duties:

Timely process payroll payments, including updating payroll elements in IRIS / SAP system and ensuring full compliance with organizational rules, regulations and policies.

  • Monitor, report and provide advisory inputs, as necessary, on the submission of the Pension and Social Security declarations, including French Social Security payment.
  • Review payroll transactions and coordinate with the concerned business process partners to ensure adjustments are timely and appropriately updated.
  • Compile and consolidate payments to third parties within set deadlines and respond to queries.
  • Provide necessary information in formulating guidance to staff, field offices, management and business partners including auditors on payroll issues as well as interpreting provision of the staff rules, HR Manual and related documents in relation to payroll.
  • Produce payroll statements and analytical reports including support verification that transactions align with policy guidance. Undertake regular follow ups to reconcile and clear outstanding items.
  • Design the relevant test scenarios to be done on the new payroll rules and coordinate with the Payroll officer the new implementation and/ or process enhancement.

REQUIRED QUALIFICATIONS

Education

  • Completed secondary, technical or vocational education including qualifictions in finance, accounting, administration or a related field.

Work Experience

  • A minimum of 5 years of relevant professional experience in administration, of which at least 3 years in payroll, finance, accounting or a related field.

Skills & Competencies

  • Excellent knowledge of SAP (HR and Payroll Modules).
  • Excellent interpersonal and client-oriented service approach.
  • Ability to work in a team and maintain effective working relationship in a multicultural environment.

Languages

  • Excellent knowledge of English or French and very good knowledge of the other language.

DESIRABLE QUALIFICATIONS

Work Experience

  • Experience in UNESCO, United Nations or in international organizations.

Skills and Competencies

  • Understanding of French Social Security systems and processes.

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting salary for this post is 43 734 Euros.
