The purpose of a Finance Coordinator (Partnership) is to provide support, direction, monitoring, oversight and guidance on financial aspects of the implementation of programme activities through partner organisations. This position is open for Ukrainian nationals only.
RESPONSIBILITIES
Generic responsibilities:
- Implement NRC’s systems and procedures
- Ensure adherence to NRC policies, handbooks, guidelines and donor requirement
- Prepare and submit reports and analysis
- Ensure proper filing of all support documents
- Support Finance Manager in procedures and required support team trainings
- Management of Finance Partnership Unit
- Ensure that the accounting, monitoring and reporting are according to procedures
- Support partner and project staff in financial matters
- Maintain budget control and monitor cash flow for Partners
Specific responsibilities
- Consolidate and verify financial reports, fund requests and budgets of Partners in a timely manner, in line with NRC standards, as the grant calendar dictates
- Maintain standard filing of NRC’s partners records for all financial and accounting deliverables to ensure ease of access during internal/external audit
- Monitor budget utilization of partners
- Participate in the review, monitoring, and capacity building of partners.
- Work with NRC’s partners to ensure that relevant donor finance rules are followed for all grants with periodical reviews of the finance documentation.
- Participate in due diligence assessment of potential new Partners and re-assessment of existing;
- Provide inputs for customising and tailoring Partners Agreements on a negotiation stage and follow-up during planning and implementation stages;
- Provide support to partners to ensure consistent compliance with the terms of sub-grant agreements, including financial management and compliance with donor regulations, as needed.
- Conduct visits to Partners’ offices where necessary for periodical review of records and have a thorough understanding of activities in the field and recommend corrective actions for improvement.
- Under the guidance of Finance Manager to keep track of lessons learned and share with partners during the course of implementation.
- Maintain an efficient system of internal controls which comply with financial guidelines to minimize the risk of fraud or misappropriation.
- Support the NRC finance team in month-end closure routines in close coordination with NRC’s Finance Manager.
- Focal point for annual external organizational audits
- Team management: 2 Finance Officers and Finance Technical assistant
- Other duties as may be assigned by the Finance Manager.
QUALIFICATIONS
Generic professional competencies:
- Minimum of 3-5 years of experience in financial management, preferably in a humanitarian or development context
- Bachelor’s degree in Finance, Accounting, Business Administration, or a related field. A Master’s degree or professional accounting qualification (e.g., CPA, ACCA) is preferred
- Experience from working in a senior finance position in a humanitarian/recovery context
- Professional knowledge of accounting and auditing (preferable)
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Previous experience managing staff
- Knowledge about own leadership skills/profile
- Fluent in English and Ukrainian, both written and verbal
