As a member of the WFP Finance Unit in Madagascar, the International Consultant, under the general direction and supervision of the Head of Unit, will contribute to the management of WFP resources, monitoring budgets, forecasting, reporting on key data and providing core administrative and human resource functions that enable effective management of funds and will ensure that assistance to beneficiaries is undertaken in the most efficient and effective manner possible.  

Due to the growth of activities following climate change and the various cyclones that have struck in recent years, WFP has opened more offices in Madagascar and has also increased the size of its existing offices in terms of staff. This was anticipated during the organizational exercise at the beginning of the year, when other positions were identified in the finance section at the various WFP offices in Madagascar. 

Given these difficult circumstances, WFP is using various approaches/modalities and methods to be able to provide food assistance to displaced people. These modalities include CBT, capacity building as well as general food distribution, and should be closely monitored and supervised. The purpose of the presence of a financial officer is to support these transactions and to bring the office into compliance with the various requests and activities. The objective of the Financial Officer is to ensure proper management of financial functions as well as ensuring that funds are disbursed in accordance with authorizations and legitimate documentation in accordance with IPSAS regulations. Additionally, the Finance and Administration Officer will support and ensure adequate oversight of the CBT and all distribution methods used to provide food assistance to IDPs. 

RESPONSIBILITIES (non-inclusive) 

The incumbent performs the following main functions: 

  • Support WFP’s financing and resource management strategies by contributing to the development of policies and procedures for country offices or Headquarters-based units, participating in key programmatic initiatives and integrating value for money in these initiatives through advice on financial evaluation, reporting and accounting.  
  • Lead the implementation of Country Office financing, budgeting and resource management operations, to support the rapid and efficient procurement of food aid and comply with WFP standards and processes.  
  • Conduct regular visits to regional and field offices, as appropriate, assist in clarifying and improving the correct application of policies and procedures and report in detail on findings with action plans for improvement.  
  • Lead the production of accurate financial reporting and analysis in accordance with International Public Sector Accounting Standards (IPSAS), ensuring accuracy, timeliness and compliance with accounting processes and corporate governance requirements .  
  • Provide financial assessment of partners, service providers and other entities as required, providing findings to management to enable them to make informed decisions and minimize financial risks to the organization.  
  • Design, implement, monitor and analyze budgets for new and ongoing projects in accordance with established company procedures and requirements.  
  • Ensure that bank reconciliation, disbursements, clearance of receivables, overall cash management and monthly financial closes are carried out regularly and in accordance with business requirements.  
  • Where applicable, manage and provide administrative services, negotiate contracts and follow standard processes in order to provide cost-effective, quality and timely services to WFP staff.  
  • As required, supervise human resources functions related to employee benefits, local staff recruitment and training.  
  • Track and analyze financial and accounting data, identify and predict trends, anomalies or problems, and propose solutions to management regarding the status of budgets, availability of funds, program effectiveness and financial viability.  
  • Identify and develop improvements to policies, systems and procedures to improve the efficiency and effectiveness of operations, minimize risks and ensure services are aligned with business objectives.  
  • Coordinate and implement financial controls and reporting on WFP performance, conducting periodic assessments of risks and internal controls to identify areas that may present audit, compliance or financial risks .  
  • Lead a team of finance staff, establish priorities and work plans, monitor progress and provide coaching, training and guidance to ensure appropriate development and enable high performance.  
  • Represent the unit/commander at internal meetings, external meetings and events with other UN agencies, banks and other financial institutions, or other partners and entities, as required.  
  • Contribute to preparedness measures such as early warning, risk analysis and contingency planning and provide recommendations. Periodically monitor risk management and report on any actions taken.  
  • Carry out any other tasks entrusted to him by the Head of Finance Unit. 

DELIVERABLE AT THE END OF THE CONTRACT

MINIMUM QUALIFICATIONS REQUIRED 

  • Education : Advanced university degree in finance, business administration, accounting or a related discipline, or first university degree in the same subject(s), with an additional 10 years of related professional experience and membership in an accounting body internationally recognized professional, such as the Association of Chartered Certified Accountants (ACCA), the Institute of Certified Public Accounts (ICPA) or equivalent.  
  • Professional experience : Have acquired at least 7 years of professional experience in the areas of finance, budgeting and planning or any other relevant area necessary for this specific position. 
  • Has experience in specialized finance in a country office.  
  • Developed financial policies and procedures.  
  • Proven experience managing financial aspects throughout the cash transfer business process cycle.  
  • Manage the team with an ability to collaborate within a cross-functional unit. Experience managing financial systems or other software/ERP/SAP from data entry to reporting.  
  • Proven experience in financial analysis. 
  • Experience with ERP systems and applications. 
  • Provide direction and instruction to staff members less experienced in their area of ​​expertise. 
  • Proficiency and experience using Word, Excel and PowerPoint to perform complex data analyses. 
  • Languages : Very good level in French and intermediate level (B) in English.
